EDA BUSINESS

Case #1:

CONSIDER MARQUIS SIGN ON HWY 10

Economic Development Coordinator Sullivan presented Case #1.

Economic Development Coordinator Sullivan introduced John Mylrea of Graybow
Communications Group. Graybow Communications Group has been in business since 1996,
they are a pioneer in signage~ and they offer digital signs with content. Mr. Mylrea presented to
the group the many different sign types available, fielded many questions and has offered to
come back as needed, and as a resident Mr. Mylrea has offered his time and energy to help in
any way the city may need. His message to the group was "content", Graybow can help us with
technology and design but we will be responsible to manage our own content. The sign cannot
be wireless. The only sign type that will work out in this area will be LED.

EDA Action regarding Marquis Sign on Hwy 10

. Kurt will follow up with Clear Channel about their signs, requirements, and land lease
options.
. Mr. Mylrea will arrange to bring his contact from Daktronics to the group. Mr. Mylrea
will also contact Dickson City to inquire about the sign they had installed. He will also
get back to us on life of hardware, and get us a power expense determination.
. Sean will continue to explore sign locations.

Case #2:

CONSIDER ACQUISITION OF LAND FOR FUTURE BUSINESS PARK

Economic Development Coordinator Sullivan presented Case #2.

Recently city staff received a letter regarding Pearson Properties of Ramsey, LLC, extending an
opportunity to the city to purchase 120 acres of land located on the south side of Highway 10.
Their asking price is $7,200,000.00 which is equal to $60,000.00 per acre.

This offer was previously extended to PSD, LLC, but negotiations between both parties reached
an Impasse.

There was much discussion as to whether or not the EDA needs to consider purchasing land right
now. It was suggested that we should consider buying land now as it is at a good price; now is a
good time to start the development of a large business/industrial park, buyers want a "shovel
ready" site. It was also stated that Ramsey is one of the leaders in industrial park development.

Economic Development Authority / October 8, 2009
Page 2 of 5
