Case #4:

STAFF UPDATE -Continued-

Firing Range: Working with Sharp & Associates; now looking at construction of a new facility,
considering the B & A Cylinder site on Highway 10 as the new location for the firing range.

JBT/QDP Alliance. LLC: Has made it through Council approval; they have submitted their
permit application, sale of the land will close by the end of next week.

Business Communication Initiatives: A very successful event; 72 RSVP's with 61 attendees,
Commissioner McElroy was a great speaker as well as our very own Kurt Ulrich. Very
positively received meeting/networking event. The resonating topic was unemployment, we
need to be cognoscente of that as an EDA and realize how we can help. Breakfast was a nice
touch. If you have any topics, ideas or speakers for a future event please share your thoughts
with Sean.

Town Center: City Administrator Kurt Ulrich and Mayor Ramsey along with Commissioner
Dennis Berg presented to the Veteran's Administration group two sites which the city has
identified that would allow good access to and from Highway 10 for an outpatient clinic. There
were 6-8 different cities interviewed, City Administrator Kurt Ulrich felt we had good content in
our presentation; however his group received no feedback. The Veteran's Administration will
narrow down to three sites.

Allina: Nothing new to report at this time. They do want to relocate in Ramsey; it seems that
they do not want to improve their current location. Armstrong Boulevard has been identified as
a potential new site for the clinic relocation.

Holiday Station Store: The "Lease" sign is going up today. This site can no longer be used as a
gas station, due to the restrictive deed in place. A retail store would be a good fit for the
building; the building has some issues but is in better shape than Ralph's Gun & Pawn. The
building will be marketed for 6 months.

Ralph's Gun & Pawn: The building is slated for demo by next month.

Steering Committee: Presented by Kristine Williams, discussion by the Committee was to have
an outline of what we would like to do within the next 60/90 days. They are looking at
absorption rates and marketing around this area. They will make recommendations back to
Council within the next 60/90 days. They will have the branding piece available in November.

FYI: Economic Development Coordinator Sullivan met with a developer interested in doing a
sort of community center; looking for 30-50 acres of land to support the concept of a domed
athletic field complete with a restaurant feature. The project 'is considered ready to go; city
involvement is to be determined.

Economic Development Authority 1 October 8, 2009
Page 4 of5
