KATHARINE DREXEL CATHOLIC COMMUNITY <br />By: Tim Gladhill, Associate Planner <br /> <br />Background: <br /> <br />The City has received ~ui application for an Interim Use Permitfrom the St. Katharine Drexel Catholic <br />Community to allow for the operation of temporary place of assembly in the E-2 Employment District. <br />The temporary place of assembly will be in. a multi-tenant office/wal~ehouse building .located at 7101 <br />143Td Ave NW in the ABC Energy Park3rd Addition. The Applicant would like to be able to utilize the <br />space for offices and a place of assembly as well as provide for other services fro~ the building. <br /> <br />Notification: <br /> <br />In aCCOrdallCe with Minnesota Statute 462.357 subdivision3, all pr~perty owners within 350 fe,et of the <br />boundaries ofthe subject property we~e notified via US Mail of the Public Hearing. <br /> <br />Observations: <br /> <br />The Applicant is proposing to utilize 10,892 square feet of the existing office/warehouse building located <br />at 7101 143rd Ave NW. Approximately 4,319 square feet will be used as office space with the remaining <br />6,573 square feet used as assembly space. The' Applicant is proposing to remodel the vyarehouse to have . <br />a worship area. In addition, the Applicant is proposing to expand a portion of the existing office area to <br />include classroom/conference room space. . <br /> <br />[~J <br /> <br />As the Plannirig Commission may recall, the Applicant has been recently pursuing a. permanent facility <br />on a parcel owned by the Applicant east of Central Park. The City has reviewed as Site Plan a,nd Minor <br />Plat Application submitted by the Applicant. The Applicant has stated that the plans to build a <br />permallent facility have been put on hold at this time, alld that an interim sohition is required until such <br />time the Applic~t can again pursue a permane!lt facility. Also, the Applicant previously was granted an' <br />!UP at 6390 McKinley St NW for a place of assembly prior"to relocating the assembly portion of the use <br />to PACT Charter Schooland offices to the' Subject Property. . <br /> <br />The E-2 Employment District does not expressly permit places of assembly or other places of worSl1ip. <br />The E-2 Employment District does allow for offices as a p-ermitted use. City Code states that an Interim <br />Use Permit can be granted up to ainaximum of five (5) years. Staff recommends approval of the !UP for <br />a five (5) year term that would allow the Applicant to have the needed flexibility in constructing a <br />permanent facility. <br /> <br />Staff has reviewed the use and finds that it is compatible with the surrounding area. The majority of <br />activity contemplated by the Applicant will occur on Sunday or during the evenings when most of the <br />surrounding businesses are closed: According to the 'Site Plan approved by the Cityin October, 1997, the <br />parking 'lot that serves Lots 3 and 4, Block 1 ABC Energy Park 3rd Addition has 186 parking stalls. Per <br />City Code 9117-156 (former 99.11.08), plac~s of assembly 'require a'parking space for every three (3) <br />seats and one (1) space per 300 square feet of office space. With 4,319 of office space (14 parking <br />spaces) and 194 seats in the assemble space (65 parking spaces), a total of seventy-nine (79) parking <br /> <br />1 <br />
