<br />3) Street Reconstruction Policy <br /> <br />City Engineer Himmer reviewed the staff report. <br /> <br />Councilmember Dehen stated he did not believe a resident would oppose paying over time for <br />the road reconstruct instead of assessing the cost at the time the road was reconstructed. <br /> <br />Councilmember McGlone asked to what standards was a reconstruction and what the precedent <br />was the City was setting. He asked if walk-ability was figured into this. <br /> <br />City Engineer Himmer responded sidewalks had been put into the estimates. <br /> <br />Councilmember McGlone asked if this would replace the assessment. <br /> <br />Public Works Director responded it would replace the assessment. <br /> <br />Mayor Ramsey asked how this would affect residents who lived on County roads and not on City <br />roads. He stated this needed to be addressed. <br /> <br />Councilmember Look stated the City had to look at the overall plan and see where a sidewalk <br />and trail would be beneficial and not put in sidewalks and trail that did not go anywhere. <br /> <br />Councilmember Wise stated he personally liked the assessment program. He noted roads were <br />not all built equally and that was where the assessment became a more fair policy. <br /> <br />Councilmember Elvig stated Public Works had discussed this in the past. He noted there were <br />still new roads that needed.MSA funds and he was looking at 3 million instead of the 2.1 million. <br />He stated the City could look at a flat curb, which would not break apart like bituminous. He <br />believed there needed to be a comprehensive plan in relation to sewer and water. <br /> <br />Councilmember Look stated he did not like the concept of one person paying more than another <br />person and he wanted all people to be paying the same. <br /> <br />City Engineer Himmer recommended a decision on this matter be made in 2010. <br /> <br />Councilmember Dehen believed the City had to get the word out that infrastructure was very <br />important and the City needed to start on infrastructure right away. <br /> <br />Councilmember Elvig stated he agreed with Councilmember Look and maybe this should be a <br />flat fee instead of a percentage. <br /> <br />Councilmember Wise also agreed that the fees needed to be equitable. <br /> <br />Councilmember Dehen stated he liked the flat rate.
