<br />to the Council for review. The proposal from LSA would include architectural, <br />engineering and consulting services for the expansion of the parking ramp. LSA would <br />complete the final design documents for the 200-stall expansion, deliver all necessary <br />Delegated Contracting Process and project development documentation to MnDOT <br />necessary to meet the funding requirements and project sunset date. The cost for this <br />would amount to about $132,000. The construction design amounts to about $118,000 <br />with Walker. LSA would do all their own work. Walker would do about 68 percent of <br />the work and contract out the rest - 11 percent to Landform, etc. Staff is recommending, <br />due to the price, to contract with Walker in a not to exceed amountof$118,000. <br /> <br />Councilmember Elvig stated he was not familiar with Walker. <br /> <br />Director of Public Works Olson stated that he received a portfolio from them with a lot of <br />projects they have worked on. They have a good relationship with MnDOT/CMAQ. <br /> <br />Councilmember Elvig stated he could not help but feel bad for LSA and asked if they <br />would be willing to resubmit a bid as Walker already knew the numbers LSA had quoted. <br /> <br />Mr. Olson stated that he spoke with Mr. Lasher about this. Mr. Lasher has said he would <br />not inflate the numbers so if Walker came in cheaper - so be it. <br /> <br />Chairperson Look inquired if this final design would be applicable to a V A wrap or an <br />apartment wrap. <br /> <br />Mr. Olson stated that is one of the reasons staff did not put out a full RFP. They said they <br />would be willing to incorporate for design if that's what is selected at no additional cost. <br /> <br />Councilmember Elvig commented that even if LSA is higher, he is not so sure he <br />wouldn't vote to go with them anyway. He felt that Mr. Lasher has earned his keep - he <br />normally comes in under budget and he is the one that got the grant for the City in the <br />first place and has always done good work for the City. He stated he was nervous about <br />going with Walker. <br /> <br />Chairperson Look stated he would be agreeable to sending this back to LSA to ask them <br />to rebid providing the City Attorney would approve of that action. He felt that LSA does <br />do a good service. He added that he has heard of Walker. He stated, for the record, that <br />we are going out for the design only at this point - we are not dedicating money on the <br />expansion of the parking ramp. He would like more flexibility in spending the grant <br />money. We currently do not need a parking ramp expansion. It's possible TAB rules <br />could be investigated - they were established under a timeframe when the economy was <br />in a whole different light. <br /> <br />Mr. Olson did not feel that LSA was interested in revising their proposal but if that's the <br />direction Council is giving, he would go back to LSA to see if they could possible do it <br />for less than $118,000. <br /> <br />Finance Committee - September 29, 2009 <br />Page 2 of5 <br />
