~ CITY COUNCIL WORK SESSION Topic Report: Dysprosium Street Improvements By: Steven Jankowski, Assistant City Engineer Background: The segment of Dysprosium Street between Bunker Lake Blvd and Nowthen Blvd has been in poor condition for a number of years. The last maintenance performed was a seal coat in 1989. Uncertainty regarding its status as a collector or arterial has been the primary reason for postponing costly work on this segment. The street has been scheduled for reconstruction since 2004, but the City has been engaged in planning work with the City of Anoka and MnDot since that time in determining whether the street would be reassigned as the new route for TH 47. This issue is still unresolved. In addition, the closure of 142nd Avenue between TH 47 and Argon Street has increased the focus of the condition of Dysprosium Street to provide both safe and efficient vehicle and pedestrian traffic through this residential neighborhood. Project Chronology Funding: The project is anticipated to be funded through MSA funds and special assessments. Action Statement: Staff desires final comments on project assessment process and other project related issues prior to meeting with property owners for an informational meeting to be held in early February. The project schedule contained in the draft feasibility study is critical for constructing this project within the 2010 construction season, as it must undergo; a sixty day post hearing period; field and design work; and MnDot plan review and approval.
