Case #1: Driveway at 17811 Erkium Street Assistant City Engineer Jankowski reviewed the staff report. Mary Hjelm, 17811 Erkium Street, stated she has had an issue with this since 2001 when the overlay was put down. She stated Mr. Jankowski had looked at the overlay in the past and said it was fine. She noted last December 28 when she went out to get her paper, she fell on the part of the raised road, which is higher than her driveway and broke three bones in her ankle. She stated she thought the overlay would have been sloped into a gradual transition. Assistant City Engineer Jankowski stated when the road was constructed in 1980, for some reason the contractor pushed the bituminous out approximately 2 feet beyond the edge of the driveways in that area. Chairperson Elvig asked what Ms. Hjelm was looking for. Ms. Hjelm stated she did not know if there was a solution. She indicated she did not have any money to redo her driveway. She stated her biggest concern was if the City did another overlay and if the same thing was done, it would make her driveway worse: She stated she would like to have the overlay into a nice gradual transition into her driveway. She indicates she did not want patchwork done. Councilmember Dehen stated he had the same issue on his road and when the road was jacked up, it caused the water to flow toward the homes. He asked if it would be okay with Ms. Hjelm if the City put in a curb there. Ms. Hjelm stated it was not an issue with standing water and the area drained fine. Her issue was when that part froze. She noted she did not fall in her driveway, but on the road. Councilmember McGlone stated in the City there were a lot of roadways constructed with bituminous curb and where those driveways meet the curb, there were edges. He indicated this was throughout the entire City. Assistant City Engineer Jankowski noted there was a fairly even grade between the road and Ms. Hjelm's driveway right now. He indicated there were three different distinct ages of pavement, but they blended well together. Chairperson Elvig did not know what the City could do about this issue. He noted he was concerned about setting precedence also. Ms. Hjelm stated she had done a visual of all of the houses in the development and there was not one home that had her same issue. She stated there were possibly six homes that could have some problems. She stated if this was everyone in the neighborhood, she would not have an issue, but it was not everyone.
