<br />Motion by Councilmember Elvig, seconded by Councilmember Wise, to recommend that the <br />City Council obtain a consultant's opinion of what the usual design fee percentage would be on a <br />project of this nature. <br /> <br />Further discussion: Councilmember Wise stated any consultant would quickly figure out what <br />they were asking for and he was not sure if this was the process to follow. Chairperson Look <br />requested a worksession on RFP's. . <br /> <br />Motion carried. Voting Yes: Chairperson Look, Councilmembers Wise and Elvig. Voting No: <br />None. <br /> <br />Case #3: <br /> <br />Consider contract Extension for Ramsey Star Express <br /> <br />Director of Public Works Olson reviewed the staff report. <br /> <br />Councilmember Elvig asked if it 'included the fare box. <br /> <br />Public Works Director Olson responded it did not. <br /> <br />Chairperson Look asked for staff s thoughts on the impact of a fare raise. <br /> <br />Public Works Director Olson responded the rates at Elk River would be $5.50 and Anoka could <br />be $4.00. <br /> <br />City Administrator Ulrich noted he would advocate the $4.00. <br /> <br />Councilmember Elvig asked what the process was for changing the fare. <br /> <br />Public Works Director Olson responded there were fare box issues. He noted they had until the <br />next Council meeting for this determination. <br /> <br />Councilmember Elvig stated he wanted to keep this going but wanted to take a harder look at the <br />fares. <br /> <br />Public Works Director responded they knew the $4.00 rate would continue and likely a $4.00 <br />slot would open up when the rail started, which was not available now. <br /> <br />Chairperson Look asked who sold the cards. <br /> <br />Public Works Director responded Metro Transit sold the cards. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Wise, to recommend that the <br />City Council authorize staff to enter into a six-month contract extension (October 1, 2009 to <br />March 31, 2010) with First Transit for the operation of the Ramsey Star Express. <br /> <br />Finance Committee / September 8, 2009 <br />Page 4 of5 <br />
