He indicated they did not know the cost benefit until they <br />checked the market, but he believed this was a fair deal for the product they were getting. <br /> <br />Chairperson Look stated he was concerned that staff knew the Council was not happy with the <br />RFP process and because this was coming under the Consent Agenda, it would be made public <br />so why would others want to come in lower. He stated an apartment complex would need <br />structure parking if they were to locate in the Town Center. He indicated that Councilmembers <br />have been vocal about the lack of an RFP, now they had a project with no RFP, and he would not <br />support it. <br /> <br />Councilmember Elvig stated he liked LSA and the fact that they have done the work before and <br />had continuity. He was not disputing LSA. He asked if staff could ask Kimberly Horn and <br />others for their usual fee for this type of a parking ramp. <br /> <br />Public Works Director Olson responded he could do that. He stated he understood the need for <br />an RFP in certain instances, but if they were just "going through the motions" when they had a <br />good price, a solid player, continuity, and trust involved, they should consider the proposal. <br /> <br />Chairperson Look stated they were not saying anything poorly of LSA, but were advocating for <br />transparency in financial matters and all qualified engineering firms could bid. He asked how <br />they could know this was a good number. <br /> <br />Public Works Director Olson responded staff was doing its best to get information as to what the <br />numbers were. <br /> <br />Chairperson Look responded this was now a different market. <br /> <br />City Administrator Ulrich stated if this Committee decided to go out for RFP's they could <br />recommend postponing this matter. <br /> <br />Councilmember Wise stated the "cat was out of the bag" and he did not know what good it <br />would do to go out for an RFP. <br /> <br />Public Works Director Olson stated he would need to apologize to LSA Design as it was his <br />decision to proceed as he had done. He stated he would go out for an RFP if that is what the <br />Committee wanted to do. <br /> <br />Councilmember Elvig stated he was not sure he wanted to give this to the lowest bidder because <br />LSA had prior experience. He stated he would support asking other qualified design firms what <br />would be their usual design fee. <br /> <br />Public Works Director Olson responded they could do that and bring this back at the next <br />Council meeting, but they would need to know a lot more about the project. <br /> <br />Finance Committee / September 8, 2009 <br />Page 3 of5 <br />
