CASE #*~ . oa <br />REQUEST FOR AN INTERIM USE PERMIT TO ALLOW FOR THE OPERATION OF A <br />PLACE OF ASSEMBLY IN THE E-2 EMPLOYMENT DISTRICT AT 7181 143rd AVE NW; <br />CASE OF ST. KATNARTNF. DREXEL CATHOLIC COMMUNITY <br />By: Tim Gladhill,Associate Planner <br />Background: <br />The City has received an application for an Interim Use Permit from the St. Katharine Drexel Catholic <br />Community to allow for the operation of temporary place of assembly in the E-2 Employment District. <br />The temporary place of assembly will be in amulti-tenant office/warehouse building located at 7181 <br />143`d Ave NW in the AEC Energy Park 3`d Addition. The Applicant would like to be able to utilize the <br />space for offices and a place of assembly as well as provide for other services from the building.. <br />Notification: <br />In accordance with Minnesota Statute 462.357 subdivision 3, all property owners within 350 feet of the <br />boundaries of the subject property were notified via US Mail of the Public Hearing. <br />Observations: <br />The Applicant is proposing to utilize 10,893 square feet of the existing office/warehouse building located <br />at 7101 143`d Ave NW. Approximately 4,319 square feet will be used as office space with the remaining <br />6,573 square feet of warehouse used as assembly space (4,400 square feet) and storage (2,173 square <br />feet). The Applicant is proposing to remodel the warehouse to have a worship area and expand into the <br />adjacent, existing office area to include classroom conference room space. <br />As the City Council may recall, the Applicant has been recently pursuing a permanent facility on.a parcel <br />owned by the Applicant east of Central Park. The City has reviewed a Site Plan and Minor Plat <br />Application submitted by the Applicant. The Applicant has stated that the plans to build a permanent <br />facility have been put on hold at this time, and that an interim solution is required until such time the <br />Applicant can again pursue a permanent facility. Also, the Applicant previously was granted an IUP at <br />6390 McKinley St NW for a place of assembly prior to relocating the assembly portion of the use to <br />PACT Charter School and offices to the Subject Property. <br />The E-2 Employment District does not expressly permit places of assembly or other places of worship. <br />The E-2 Employment District does allow for offices as a permitted use. City Code states that an Interim <br />Use Permit can be granted up to a maximum of five (5) years. Staff recommends approval of the IUP for <br />a five (5) year term that would allow the Applicant to have the needed flexibility in constructing a <br />permanent facility. <br />Staff has reviewed the use and finds that it is compatible with the surrounding area. The majority of <br />activity contemplated by the Applicant will occur on Sunday or during the evenings when most of the <br />surrounding businesses are closed. According to the Site Plan approved by the City in October, 1997, the <br />parking lot that serves Lots 3 and 4, Block 1 AEC Energy Park 3`d Addition has 186 parking stalls. Per <br />City Code §117-156 (former §9.11.08), places of assembly require a parking space for every three (3) <br />seats and -one (1) space per 300 square feet of office space. With 4,319 of office space (14 parking <br />spaces) and 204 seats in the assemble space (68 parking spaces), a total of eighty-two (82) parking stalls <br />would need to be provided.
