7550 Sunwood Drive NW • Ramsey, Minnesota 55303
City Hall: 763-427-1410 • Fax: 763-427-5543
www.ci.ramsey.mn.us
October 30, 2009, revised January 20, 2010
Oakwood Land Development
Attn: John Peterson
P.O. Box 146
Anoka, MN 55303
Re: Final Plaf Review: Elmcrest Sanctuary
Dear John:
We are in receipt of your sketch plan to develop asingle-family plat in the City of Ramsey. The sketch
plan consists of one (1) sheet dated December 1, 2009 by Anderson Passe & Associates. We offer the
following comments:
General: The subject property is approximately 25.6 acres in size and is generally located west of
Saint Francis Blvd NW (TH 47) and south of 167"' Ave NW. The sketch plan is proposing to
subdivide one (1)single-family parcel at two and one half (2.5) acres. The remaining land will be
divided among two (2) outlots.
2. Zoning: The property is currently zoned R-1 Residential (Rural Developing); single-family
residential dwellings are a permitted use in this district.
Densi The proposed lot is approximately 2.5 acres in size. R-1 Residential (Rural
Developing) allows for l units per 2.5 acres. The sketch plan proposes one (1) unit (existing)
which equates to a density of 1 unit per 2.5 acres. The density proposed meets City Code
standards for the R-1 Residential (Rural Developing) District.
4. Streets: The plat will receive access from Quicksilver Street NW. While the existing terminus of
Quicksilver Street is a dedicated, public street, the future right-of--way owned by the City that will
serve as the frontage for Lot 1, Block 1 is not platted, nor dedicated public roadway at this time.
With Lot 1, Block 1 Elmcrest Sanctuary separated from the dedicated portion of Quicksilver
Street by Outlot A, Lot 1, Block 1 technically becomes aland-locked parcel. However, a public,
non-dedicated access to Elmcrest Park currently exists adjacent to the proposed lot. A temporary
easement for access to Elmcrest Park currently exists, set to expire at such time the Subject
Property is platted or the City plats the right of way and constructs the roadway for the extension
of Quicksilver Street to Elmcrest Park. The existing home currently connects to this temporary
park access prior to connecting to Quicksilver Street. With a temporary access easement re-
stated, City Staff finds the access appropriate. Tl:e access easement will need to be reviewed by
the City Attorney prior to releasing tl:e plat for recording.
5. Setbacks: The R-1 District requires the following structure setbacks: 40 foot front yard setback,
10 foot side yard setback, and 40 foot rear yard setback. Compliance with the established
setbacks is verified on the Sketch Plan.
