Step Three: Bids <br /> <br />Contractor Bids <br />a. At least two contractors will get a copy of bid spec and contact the homeowner to schedule a <br /> time to come out to home and bid on work to be done. <br />b. ACCAP has a list of licensed contracts that are authorized to bid. If you wish to choose your <br /> own contractors you must find three, verify that they are licensed general contractors, and <br /> that they currently carry liability insurance. <br />c. Bid specs:are picked up on the first Wednesday of every month, and contractor has until the <br /> last Wednesday of the month to return sealed bid. <br />d. Contractor will submit sealed bid specs to ACCAPafter three weeks, and ACCAP will open <br /> them to determine who has the lowest bid: <br />e. The contractor with the lowest bid will be awarded the contract. <br /> <br />Step Four: Bid and Contract Review <br /> <br />Bid Review <br />a. ACCAP will go over awarded bid at clients home. <br />b. If bid exceeds $20,000,which is the maximum grant amount(excluding additional lead <br /> expenses, which will not be added to grant), ACCAP will work with homeowner(s) to <br /> determine what' must be removed from the bid on a priority basis as determined by HQS. <br /> <br />Contract <br />a. ACCAP will review the Proposal for Home Rehabilitation, Which is a contract between the <br /> homeowner(s) and the contractor, and homeowner will be required to sign at this t/me. <br />b. ACCAP will review the Repayment Agreement, which is the lien that will be filed on the' <br /> property, and homeowner(s) will be required to sign at this time. <br /> *This lien is an interest free deferred loan that decreases by 10% each year you live in the <br /> home, until you reach 50% of grant amount, lien will then stay at 50% until you sell, <br /> refinance, or get an additional mortgage. <br /> <br />Step Five: <br /> I. <br /> <br />Final Approval <br /> <br />Anoka County <br />a. Completed file to be sent to Anoka County Community Development for final approval (this <br /> may take one to two weeks). <br />b. Once file has been approved contractor will be authorized to begin work (contractor has 60 <br /> days to begin work, and 180 days to complete work). <br /> <br />Things to <br /> I. <br /> <br />remember: <br /> <br />This Housing Rehab Grant is for IOw-income households who are in need of housing <br />m~intenance repairs. If you have specific needs and wants, cosmetic repairs, or miDim_nl' repairs <br />this may not be the appropriate program for you. You may wish to contact MHFA at (651) 296- <br />8215 for a Iow interest loan, or find other options for your home repairs. <br />In order to assist as many clients as possible, and maintain reasonable cost levels for home <br />rehabilitation,'all materials used in housing rehab are of a-medium quality standard (which are <br />comparable with materials used in current new construction). If you require a higher end product <br />or specific styles, you may want to research other options for you home .repairs. <br />This grant is for single~farrdly homes only. <br />Once work has been completed a lien will be filed on your home. <br />You may have to pay back more than hall of original grant if you move, refinance,, or get a 2~a <br />mortgage prior to five year mark. <br />ACCAP reserves the tight to cancel a file if the amount of work to be completed is excessive. <br /> <br /> <br />
