ACCAP HOUSING REHAB PROCESS (CDBG) <br />Step One: Determine Eligibility <br /> <br />II. <br /> <br />Income Eligibility <br /> <br />a. Anyone living in the household that is 18 or older must be included m income calculation <br /> (this includes children, spouses, relatives, friends, etc.). <br />b. Income to be included and verified for all household members over 18 includes, but not <br /> limited to: employment income, child support, social security, pension accounts, interest <br /> income on any accounts (i.e. savings, checking, investment, CD's, retirement). <br />c. Household members over 18 will be required to sign x!eriticatious, and ACCAP will submit <br /> them to employers, banks, investments brokers, etc. to verify actual income.. <br />d. If a household member over 18 does not have any income; copies of two previous years <br /> taxes Will be required to determine projected income. <br />e. If a household member over 18 is self-employed, copies of two previous years taxes, along <br /> with copies of contracts, etc. will be required. <br /> <br />Mortgage and Property Tax '. · <br />a. Homeowner must provide current.mortgage statement(s) to verify that mortgage payments <br />are current. <br />b. ACCAP will verify with Anoka County that all property taxes have been paid up to date. <br /> <br />III. <br /> <br />IV. <br /> <br />Equity <br />a. Market value minus outstanding liens must cover gram mount. <br />b. Market value is determined by multiplying Anoka County assessed value x 12o%. <br /> <br />Title ' <br />a. ACCAP will verify with Anoka County that Homeowner is in title of property.: <br />b. If ex-spouse is in title the homeowner will be required to file divorce decree. <br /> <br />Flood Zone <br />a. Home cannot be located in a flood zone. <br /> <br />IV. <br /> <br />Miscellaneous <br />a. Must have lived-in home for at least one year. <br />b. Must be evidence that there is enough income in household to cover house payment and <br /> county assessed taxes. <br />c. Home cannot be in foreclosure. <br />d. Housing Grants are one time only-ACCAP will verify that homeowner has not already <br /> received a gram <br />e. If home was build before 1950, ACCAP must take pictures of'home and send letter to <br /> historical society to ensure no historical significance on the property. <br /> <br />Step Two: Inspection <br /> <br /> I. Inspection <br /> a. <br /> b. <br /> C. <br /> <br />Once household has been proved to be eligible-ACCAP will send an inspector to the home. <br />Inspector will contact the homeowner to schedule a time for inspection. <br />Inspector will determine what needs to be repaired based on Housing Quality Standards, <br />Lead Paint Requirements and City Codes and write up what is called a "Bid Spec~'. <br />ACCAP reserves the right to decline any file that requires less than $10,000, or more than <br />$25,000 in grant funds to complete failed inspection item repairs on the home. <br /> <br /> <br />
