Subd. 5. Wastes. All wastes shall be disposed of in a manner that is not dangerous to public health and safety and in accordance with the City's sewer disposal system code. Wastes may not accumulate on the site, except where fully screened from adjacent properties. Wastes discharges into a public sewer system shall not exceed limits established by the Metropolitan Waste Control Commission. 9.11.08 Off-Street Parking. Subd. 1. General Provisions. All off-street parking areas shall be surfaced with blacktop or concrete except for rural residential uses. Any other surface material shall require approval by the City Council. Such area shall be graded and drained so as to dispose of all surface water accumulation as determined by the City Engineer. bo All off-street parking spaces shall have access off driveways and not directly off the public street unless otherwise approved by City Council. Co When application of these regulations results in a requirement of a fractional space, any fraction up to and including one half shall be disregarded. Fractions over one half shall count as one additional space. Subd. 2. Commercial and Industrial Development. go Property that constitutes required off-street parking areas may not be separated, through sale or other means, from the property containing the principal use for which the parking area is required. bo Required parking facilities serving two (2) or more uses may be located on the same lot or in the same structure, provided that the total number of parking spaces furnished shall not be less than the sum of separate requirements for each use. The Council may approve the joint use of parking facilities by the following uses or activities under the following conditions: For the purposes of this Section, the following uses are considered as daytime uses: banks, business offices, or wholesale or similar uses. The following are to be considered as nighttime or Sunday uses: Auditoriums incidental to a public or parochial school, churches, bowling alleys, dance halls, theaters, retail stores, personal service shops, bars or restaurants. o Up to 50% of the parking facilities required for nighttime uses may be supplied by the off-street parking facilities provided by daytime uses and vice versa.
