that there is no substantial conflict in the principal operating hours <br />of the two buildings or uses for which joint use of off-street <br />parking facilities is proposed. <br /> <br />o <br /> <br />A properly drawn legal instrument executed by the parties <br />concerned for joint use of off-street parking facilities shall be filed <br />with the Zoning Administrator, which shall run with the land and <br />be recorded with the County Recorder's office. <br /> <br />Subd. 3. Residential Development. <br /> <br />In any Residential District, inside parking of licensed and/or unlicensed <br />motor vehicles and equipment, commercial or private, shall be permitted. <br /> <br />bo <br /> <br />In any Residential District, no outside parking of any motor vehicle or <br />equipment shall be permitted, EXCEPT as follows: <br /> <br />Currently licensed and operable motor vehicles, and one unlicensed and <br />operable motor vehicle, the primary purpose of which is for private <br />transportation or recreational use may be parked in the front yard if on a <br />driveway or in the side or rear yard provided they are parked on a <br />residential parking surface that consists of either bituminous pavement or <br />concrete, or outside the boundaries of the Metropolitan Urban Service <br />Area (MUSA) on a minimum of recycled concrete, bituminous or <br />prepared gravel. <br /> <br />Equipment, the primary purpose of which is for private or personal/ <br />recreational use, may be parked in the front yard if on a driveway or in the <br />side yard on a residential parking surface of either bituminous pavement <br />or concrete, or outside the boundaries of the MUSA on a minimum of <br />recycled concrete, bituminous, or prepared gravel, or in the rear yard. <br /> <br />Commercial use motor vehicles and equipment may be parked outside for <br />short-term periods (8 hours or less) or for long terms under the following <br />conditions: <br /> <br />(a) The vehicles and/or equipment shall be screened to a degree of 75% at <br /> ground level view. <br /> <br />(b) The vehicles and/or equipment shall be parked only on the side yard or <br /> rear yard of the subject property and said items shall be parked on a <br /> residential parking surface that consists of either bituminous <br /> pavement or concrete, or outside the boundaries of the MUSA on a <br /> minimum of con bit or prepared gravel with at least 2 inch base. <br /> <br />(c) Commercial use vehicles and equipment intended to be parked outside <br /> that cannot meet the criteria established in 3i and 3ii above but can <br /> provide for alternatives to same, shall be required to obtain an Interim <br /> Use Permit. <br /> <br />11 <br /> <br /> <br />
