Councilmember Elvig agreed with Councilmember Dehen. He noted Council put this Ordinance
in place years ago. . He was against repealing this ordinance and asked ifthe ~spection portion of
this did not work, to work on this issue further.

Councilmember Wise stated he was not in favor of the City getting involved in the private lives
of the citizens. He bel~eved the majority of problem properties in Ramsey were owned by one
person.

Mayor Ramsey noted tenants would still have multiple' options if they needed assistance with
living conditions or a landlord. '

Ms. Anderson hoped the Council would do some investigation as' to why other communities
were doing rental licensing. She did not believe it was nearly as easy for tenants to get things
done as the Council believes, especially when the landlords did not live within the community.
She expressed concern with certain Councilmembers being landlords.

Mayor Ramsey stated he was not a'landlord and he owned only one piece of property within the
City.

Councilmember McGlone stated he was not a landlord, but he owned multiple pieces of property
within the City.

Councilmember Elvig' expressed concern regarding large rental developments and not having
some type of licensing. He stated he was against this and pleaded with the Council to not throw
out the entire Ordinance. He indicated if the only issue was inspections, the Council could
change the way inspections were done. He stated he was not a landlord.

Mayor Ramsey stated if the City eliminated the inspection, then it would not be necessary' to
charge a fee.

Councilniember Dehen asked that as part of the motion to repeal that staff is directed to draft a
maintenance ordinance as soon as possible to deal with some of the residual issues that might,
occur .

Councilmember Look stated he was a landlord, but not in the City of Ramsey. He indicated his
homestead that he lived in was in the City of Ramsey.

City Council I January 12,2010

P20
