specifications, estimated quantities and costs. The total cost of the design as well as the constmction cost above standard median cost will be at the expense of the City. All constmction documents must be submitted to the County by October 31,2010. UTILITIES: The parties agree that the Exhibit "A" Layout does not include specific proposed utility locations. The City will be responsible for the design of any sanitary sewer and water main improvements, which will be incorporated into the project bid documents. The cost of the design and constmction of these features will be the responsibility of the City. The City's design of the sanitary sewer and water main utilities are to include the signed plan sheets, specifications, estimated quantities and costs. All constmction documents must be submitted to the County by October 31, 2010. PERMITS: The parties agree that the County will secure all necessary permits for this Project. The City agrees to coordinate with the County in securing the permits required by the Lower Rum River Watershed District. SUMMARY: This project has received federal funds which shall be applied to all constmction items that qualify. The City will pay the entire required match for all constmction on CSAH 57. The City will pay the match for all constmction west of CSAH 57, and all constmction 480 feet east of CSAH 57 on CSAH 116. Standard cost shares will apply on the remainder of the proj ect. This is consistent with the approved JP A for the Ramsey Town Center. Upon acceptance and signatures by the paliies of this MOU, a separate Joint Powers Agreement (JPA) for cost share and maintenance will be prepared by the County for execution by the City and the County prior to acceptance of bids for this project. The JP A will formalize all estimated and actual cost shares. The JP A is intended to be a binding executed legal document which addresses the rights and obligations of the patiies. In the interim, the attached Exhibit "B" provides a draft estimate of the constmction cost share of the Project, be advised that this will change as the project design progresses, and Exhibit "C" provides the County policy for cost splits on constmction projects.
