Municipal Center Severe Weather Evacuation Policy
Purpose
The purpose of this policy is to ensure the safety of employees and visitors to the Municipal
Center during a severe weather event. This policy gives notice to staff and occupants of the
Municipal Center to seek shelter in designated areas during severe weather and guides staff in
maintaining accountability for all persons in the building.
Requirements
Anoka County Dispatch (911) will activate the outdoor warning devices when a certified weather
spotter witnesses severe weather or the National Weather Service indicates that severe weather
WILL threaten all or part of Anoka County. Although the county has the ability to sound the
sirens in zones, common practice is to alert the entire county.
During normal business hours when the outdoor warning sirens- sound, all employees will
move to the primary shelter area. If these locations are full, then the secondary location will be
used.
• Police locker rooms (Men and Women) -Primary
• Stairwell adjacent to the Alexander Ramsey room (EOC)-Secondary
If non-staff individuals are present in the Municipal Center during a severe weather event, staff.
should direct them to move to the primary shelter area. If the primary shelter area is full, then
the secondary shelter area will be used.
A member of Public Safety (Police or Fire) will notify all areas when the weather stabilizes and
all persons may return to normal activities.
During non-business hours a member of the Building Maintenance Division will guide all
groups to the Police locker rooms and will remain with the group until the weather stabilizes.
When the weather is determined to be safe, the Building Maintenance person will allow the
groups to return to their activities.
Responsibilities
A member of Public Safety will .gather the names of all individuals at the two shelter sites to
determine whether all employees are accounted for. If necessary, the Department Head or their
designee will determine which employees have not been accounted for.
If any members of the public or visitors are within the Municipal Center during a weather
emergency, it is the responsibility of the Department Head to get them to the shelter location.
