anymore than we are right now. We have four communities in the Lower Rum River and
they do not agree with anything.. He felt all four cities will not choose the same concepts.
Cohesive shared vision means well but in reality, it will not get us any future toward
connectivity or get us a park. He saw this as the legislature saying thank you for the
information and they will put more regulations on us. We are cutting expenses right now
-not adding.
Mayor Ramsey stated this whole deal was just to get together and talk about visioning -
no vote -just putting together information.
Councilmember McGlone commented that other cities may be completely unprepared for
this. He would like to have more internal meetings -then make calls to the other cities to
tell them what we are doing -then set up a meeting to have visions. We want this to be
productive.
Councilmember Look stated that the difference between the proposals is you have a
lobby group taking this information and going to the legislature -one who has already
been on the disagreeable side.
Mayor Ramsey inquired if Councilmember Look felt that this might be a disadvantage.
Councilmember Look stated that with funding comes requirements.
Parks Utilities Supervisor Riverblood stated that the intention is to build momentum on
common sense points -here's what we agree upon -here's what we need. He felt it had
legislative value.
City Administrator Ulrich stated he believed it's important we know what we are doing
before we go to the table and if we come to the table with what we are planning, we can
express that and not be influenced by other communities if we do not want to be. He felt
pre-work would be very important.
Councilmember Dehen stated he would still like to advocate for something here. Friends
of the Mississippi are here listening to our conversation tonight. This City Council is
very nervous about getting over-extended into the legislature using this as a tool to
further their agenda. I want to make sure this group is for Ramsey but not sure Ramsey is
sure what it wants.
Mayor Ramsey stated he was in favor of this and getting the ideas of other cities if they
are interested -but he agreed we need more discussion on what we want.
Councilmember Jeffrey stated he is "onboard with this".
Councilmember Elvig left the meeting.
City Council Work Session -December 1, 2009
Page7of16
