Councilmember McGlone stated he is okay with this as well providing we do the <br />preliminary work. <br />Mayor Ramsey stated to move this ahead after we check with other cities and have our <br />own get-together. We will let other cities know we are planning to have sessions early in <br />the year next year 'and that they should come to find out if they -are interested in <br />participating in the financing, etc. <br />Sarah Strommen stated she is on the Board for the Friends of the Mississippi. She is glad <br />we are moving forward and on behalf of the FMR, this was. an offer to draft up a <br />summary of conversations so the Mayor could take. it to other communities. The whole <br />discussion can shape this document but the conversation was about Ramsey and how to <br />get momentum and funding. One of the ideas was to package it as a vision. Maybe this <br />could be made bigger. Funding is harder and harder to come by and the more you can <br />package into a vision, the better. What could this mean for. the City of Ramsey at this <br />point? Friends of the Mississippi can maybe bring- some money to the table. Will we <br />agree on everything - no -but we can find a point of commonality and move forward. <br />4) Review Level of Service for Building Inspections/Discuss Contract Inspection <br />Services <br />Deputy City Administrator Nelson stated that the last time we discussed the Building <br />Inspections Department, we were missing some members of the Council. We want to <br />know what Council would like to do with regard to the rental licensing program. She <br />inquired if Council would like to continue to have single family homes as part of the <br />licensing. <br />Councilmember Elvig is back in the meeting. <br />Mayor Ramsey, Councilmembers McGlone, Wise and Look all expressed opposition to <br />rental licensing. <br />Ms. Nelson inquired if that was for single family only. <br />Mayor Ramsey stated he could see some value in rental licensing for apartment buildings <br />- duplexes no -four-plexes -maybe. He stated that his problem is he does not want the <br />City forcing their way in to do an inspection on some place already rented. <br />Councilmember McGlone stated that anything above four units, the MPCA considers <br />commercial renting. <br />Councilmember Dehen inquired if there is anything that establishes multi-dwelling from <br />a single family. <br />Building Official Kaehler stated that single family is detached. You can have multiple <br />single family homes -eight-plexes under our Code are considered single family. <br />City Council Work Session -December 1, 2009 <br />Page8of16 <br />
