Mayor Ramsey stated that the only way he would go with this is if there is no way the <br />City could force their way into a house. He did not want the City to ask to do inspections <br />- he wanted the residents to ask for the inspection. <br />Councilmember Elvig stated that this is a bigger topic -maybe we need to have some <br />language drafted to that effect and added that it's in the way it's interpreted. <br />Building Official Kaehler stated that Code was different years back -now these <br />properties are required to have smoke detectors, carbon monoxide detectors, etc. If the <br />building was legal when it was built, it's still considered legal today. <br />Councilmember Wise saw the value to these inspections as minimal - maybe a one-time <br />inspection is okay but re-inspects are not necessary. <br />City Administrator Ulrich stated that a provision could be made that the inspection is <br />optional and the tenant would have to ask for it to be done. He inquired if Council would <br />agree with that. The inspection would be mandatory on turn over and optional every two <br />years. <br />Deputy City Administrator Nelson asked if Council wanted the license issued but not the <br />inspections done. <br />Mayor Ramsey asked where the money would go to that was generated from the license <br />if there was no inspection. <br />Ms. Nelson stated that fees do help off-set the cost of the inspections. She expressed <br />concern about issuing a license without an inspection. <br />Councilmember Dehen asked if the consensus was to do away with the inspections or to <br />do away with the rental license. <br />Councilmember Look stated we really need to be educating tenants on what to look for. <br />If a tenant comes to a landlord and has a problem and it's not fixed, then the tenant can <br />bail. If we educate tenants of what to look for we could give them the option of an <br />inspection or not. <br />Mayor Ramsey stated that County records would show rental property as non-homestead. <br />We could use that information to send out pamphlets once a year stating we can provide <br />inspections -the fee would be $75. <br />Councilmember Elvig expressed concern if there are no regulations. It takes a long time <br />to reword something like this. We need to know who's renting, who's leasing, if not for <br />licensing, he wondered how we would do it. <br />Mayor Ramsey suggested staff come up with something to solve these problems and <br />bring it to the City Council meeting.
