Councilmember Elvig stated he was concerned about what the parcels were worth when they <br />were split. He believed the City should do some Master Planning in this area. He asked if the <br />City should review this for purchase. <br />Associate Planner Gladhill believed the property owner would be interested in selling Outlot B <br />as the buildable area was limited. <br />Councilmember Wise stated he was not interested in the City owning any more land when the <br />land could be taxed and put on the tax roles. <br />Motion by Mayor Ramsey, seconded by Councilmember Wise, to adopt Resolution #10-01-034 <br />granting final plat approval to Elmcrest Sanctuary and the Applicant entering into a <br />Development Agreement with the City. <br />Further discussion: Councilmember Elvig expressed concern about what this area would look <br />like. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Wise, Dehen, Jeffrey, Look, and <br />McGlone. Voting No: Councilmember Elvig. <br />7.04: Adopt Ordinance to Amend Section 9.11.08 (Off-Street Parking Regulations) of the <br />Zoning Chapter of City Code; Case of City of Ramsey <br />Planning Manager Miller reviewed the staff report. <br />Councilmember Wise stated he wanted to hold off adopting this Ordinance. He indicated he has <br />had several people talk to him about this. He asked if there was a way of grandfathering in <br />residents who had previously come into compliance. <br />Planning Manager Miller noted this ordinance was compliant based so if staff did not receive a <br />complaint, it would not be put into the system. <br />Councilmember Look recommended the Council take into consideration the fact that a lot of <br />residents were finding themselves going into business for themselves and having to use a vehicle <br />with company signage. <br />Mayor Ramsey stated he also had issues with the definitions and wanted Council in the future to <br />look at the definitions. <br />Motion by Councilmember Dehen, seconded by Mayor Ramsey, to waive the reading of the <br />ordinance per City Charter and to adopt Ordinance #10-02 amending City Section 9.11.08 as <br />drafted. <br />Further discussion: Councilmember Jeffrey stated he was not in favor of counting vehicles <br />depending on the size of lot.. He noted that with the economy today families had to move back <br />City Council /January 26, 2010 <br />Page 7 of 10 <br />
