Councilmember Dehen recommended compartmentalizing some of the bidding as staff might be able to do some of the work themselves. He also expressed concern about the liner and the possibility of the liner being punctured. He inquired about the liner's warranty. Mayor Ramsey stated he was concerned with completing the parking lot. Councilmember Wise suggested some type of a waterfall in the water feature and to eliminate the parking lot, which could be done at any time. Councilmember Elvig recommended grading the parking area flat so it could be used as a dirt parking area. He recommended putting on some covering with footings over the amphitheater. Bruce Jacobson, Close Architecture, explained the reasons why a liner would be used. Kevin Miller, URS, stated the liner warranty was good for 30 years with exposure to the sun, but the park's liner would not be exposed to the sun. Councilmember Look stated the only part of the plan he would deviate from was the parking lot. Motion by Councilmember McGlone, seconded by Councilmember Elvig, to authorize the preparation of Plans and Specifications and Bidding of Phase 1 Construction for East Meandering Commons Park, eliminating the impervious pavement. Further discussion: Councilmember 3effrey believed the City needed to do this park right and he liked the existing plan. He cautioned when they go out to bid that the Council did not get sticker shock and start taking everything out of the park. Councilmember Dehen asked if staff had considered a warming shelter behind the amphitheater. Public Works Director Olson responded a warming shelter had been considered, but currently there was not one being proposed. City Administrator Ulrich suggested putting in a temporary seasonal building. Councilmember Wise stated he was opposed to spending this much money when he did not know what this park would entail. He suggested having a fire pit for ice skaters instead of a seasonal building. Mayor Ramsey noted the grants could only be used for this park. Councilmember Look called the question. Motion carried. Voting Yes: Mayor Ramsey, Councilmembers McGlone, Elvig, Dehen, Jeffrey, and Look.
