<br />CASE # <br /> <br />Elmcrest Park - Building and Playground Planning <br />By: MarkRiverblood, Parks Supervisor <br /> <br />Background: <br /> <br />At the regular January Park and Recreation Commission meeting, the planning process <br />for the proposed building and playground for Elmcrest Park was discussed. President of <br />Northern Lights Traveling Soccer, Bill Casey was present and indicated that the club <br />wanted to 'incent' the City to complete the building sooner than later due to the need for <br />it within their primary park for both the regular season and also for tournament use. <br /> <br />Observations: <br /> <br />The purpose of this case is to outline a draft timetable with actionable items that are <br />germane and necessary for the development of these 2010 capital improvements for <br />Elmcrest Park. <br /> <br />o January '10: Commission acknowledges City Council's adoption of the 2010 - <br />2014 Capital Improvement Program, which includes Elmcrest Park's building and <br />playground. (Note: the playground is not specifically named in the CIP <br />document, but is intended to be a part of the building project.) <br /> <br />President of Northern Lights Soccer announces to the Commission that the board <br />intends to make commitments to the city for the building project to include both a <br />financial investment (amount to be determined) and ongoing maintenance during <br />the soccer season. <br /> <br />o February: Commission approves preliminary work plan and outline. <br /> <br />Northern Lights Soccer initiates offer to city by scheduling a City Council work <br />session to gauge Council desire for the collaborative. <br /> <br />o March: Northern Lights identifies probable square footage and minimum facility <br />needs in consultation with the city. Northern Lights develops rendering and <br />meets with Council. <br /> <br />o April: (Pending Council consensus to proceed with playground and building <br />project), the Commission recommends an allocation of Park Trust Funds to be <br />matched. One scenario would divide the funding for project as follows; Park <br />Trust Fund, donation by philanthropic organization and a fund raiser by the soccer <br />program. <br /> <br />Park and Recreation Commission approves plans and specifications and <br />recommends to City Council to obtain bids. <br />
