CITY COUNCIL WORK SESSION <br />Topic Report: Board and Commission Applicant Selection <br />By: Givonna Reed Kone, Human Resources Manager <br />Applications <br />The following advisory groups will have vacancies as of March 31, 2010: <br />Economic Development Authority-1 <br />Planning Commission-2 <br />Applicants wishing to be considered for 2010 board and commission vacancies were <br />asked to submit applications by February 5, 2010. The City received 12 applications, <br />including three from incumbents who are seeking reappointment. <br />The Policy for Appointing Board and Commission Members states that the evaluation <br />panel will be used only when the number of applicants for a vacancy exceeds five. Six <br />applications were received for the EDA and six applications were received for the <br />Planning Commission. Therefore, at the February 16, 2010 Work Session, the City <br />Council will discuss applicant qualifications and select five applicants to be interviewed <br />by the full City Council for each vacancy. <br />Interviews <br />Once applicants have been selected to advance, interviews will be conducted. I propose <br />one of the following dates for interviews, which have traditionally been 10 minutes per <br />person. <br />• Wednesday, February 24, S:15pm caucus; interviews @ 5:30pm -until <br />• Thursday, February 25, S:15pm caucus; interviews @ 5:30pm -until <br />Attendance <br />Staff has reviewed the last four years of attendance records for the incumbents Teresa <br />Cleveland, Jim Steffen and Gary Van Scoy. Ms. Cleveland missed three meetings in a <br />six month period between November 2008 and February 2009. Ms. Cleveland received a <br />reminder letter from the City regarding attendance requirements and there have been no <br />incidents since that time. There have been no attendance issues for Mr. Steffen or Mr. <br />Van Scoy over the last four years. <br />Residency <br />The City received one application from an individual who is neither a Ramsey resident, <br />nor a Ramsey business owner. At the time of the Work Session staff will have an opinion <br />from the City Attorney on this issue. <br />
