CITY COUNCIL WORK SESSION Topic Report: Board and Commission Applicant Selection By: Givonna Reed Kone, Human Resources Manager Applications The following advisory groups will have vacancies as of March 31, 2010: Economic Development Authority-1 Planning Commission-2 Applicants wishing to be considered for 2010 board and commission vacancies were asked to submit applications by February 5, 2010. The City received 12 applications, including three from incumbents who are seeking reappointment. The Policy for Appointing Board and Commission Members states that the evaluation panel will be used only when the number of applicants for a vacancy exceeds five. Six applications were received for the EDA and six applications were received for the Planning Commission. Therefore, at the February 16, 2010 Work Session, the City Council will discuss applicant qualifications and select five applicants to be interviewed by the full City Council for each vacancy. Interviews Once applicants have been selected to advance, interviews will be conducted. I propose one of the following dates for interviews, which have traditionally been 10 minutes per person. • Wednesday, February 24, S:15pm caucus; interviews @ 5:30pm -until • Thursday, February 25, S:15pm caucus; interviews @ 5:30pm -until Attendance Staff has reviewed the last four years of attendance records for the incumbents Teresa Cleveland, Jim Steffen and Gary Van Scoy. Ms. Cleveland missed three meetings in a six month period between November 2008 and February 2009. Ms. Cleveland received a reminder letter from the City regarding attendance requirements and there have been no incidents since that time. There have been no attendance issues for Mr. Steffen or Mr. Van Scoy over the last four years. Residency The City received one application from an individual who is neither a Ramsey resident, nor a Ramsey business owner. At the time of the Work Session staff will have an opinion from the City Attorney on this issue.
