POLICY ON SIDEWALK INSTALLATION <br />The City of Ramsey is committed to the quality of life for all residents. Sidewalks provide an <br />opportunity for transportation, health, safety, and environmental benefits for the citizens of the <br />City. It is the policy of the City to encourage the installation and use of sidewalks to the largest <br />degree possible. <br />Locations where sidewalks are desired: <br />• Sidewalks shall be located on both sides of all State, County or MSA roads in <br />conjunction with adjacent development. Trails may be substitute for sidewalks in these <br />locations <br />• Medium density or high density residential developments shalthave sidewalks located on <br />both sides of the main arterial public road. Sidewalks shall be constructed on one side of <br />secondary streets whether they are public or private, including cul -de -sacs longer than <br />300 feet if the cul -de -sac has a trail connecting to adjacent properties. <br />Installation required in new developments: <br />New development shall be required to install sidewalk in accordance with the location policy <br />above as a portion of the stage 1 infrastructure improvements. <br />Priorities for the installation of sidewalks: <br />Sidewalk installation is costly and it is not economically feasible to Install sidewalk in all <br />locations to comply with the goals specified above. The following criteria will be utilized to <br />determine priorities and evaluating requests for the installation of'sidewalk: <br />• Locations within the school walking boundaries. <br />• Locations having high volumes of pedestrian traffic <br />• Locations that would create connections between gaps in existing sidewalks systems. <br />• Locations adjacent to streets having greater than 1,000 vehicles per day. <br />• Locations having speed limits 'greater than 35 miles per hour. <br />• Locations where another improvement project would disturb the areas located behind <br />street curb lines where sidewalk would normally be anticipated for placement. <br />roject cost <br />Construction Specifications <br />Sidewalks shall be constructed in accordance with the following standards; <br />• Sidewalks shall, be concrete having a minimum width of 5 feet wide and a thickness of 4 <br />inches. Through driveways the thickness shall be increased to 6 inches <br />• Driveway approaches between the sidewalk and the concrete street curb shall be of 6 inch <br />thick concrete <br />• The boulevard distance between the street curb and the nearest edge of the sidewalk shall <br />be a minimum of 6 feet. Wider boulevard shall be considered along streets having greater <br />pavement widths than 32 feet. <br />• The cross slope across the sidewalk shall be 2 %. The longitudinal slope shall be generally <br />be no greater than 5 %, and shall conform to American with Disabilities Act (ADA) <br />standards. <br />
