Background: <br />CONSIDER POLICY ON SIDEWALK INSTALLATION <br />By Steven Jankowski, Assistant City Engineer <br />The Public Works Committee has expressed a desire to develop a sidewalk policy. Attached to <br />this case is a draft policy intended to provide a starting point for the development of such a <br />policy. The sections of the draft policy which include Locations where sidewalks are desired, <br />Installation required in new developments, and Construction specifications are current City <br />policies or practices. The committee is directed toward commenting on the sections of this draft <br />policy which focus upon the selection process and elements affecting sidewalk project priorities. <br />Staff has provided a list of potential priority elements which might be considered in establishing <br />a priority selection process. The Committee may consider assigning point values to each element <br />and thereby develop an individual "score" for each project. Alternately the Committee could <br />evaluate each project using the priority elements as a guide to their decision process. This would <br />allow the Committee more latitude in selecting projects and make the selection process less rigid. <br />The majority of existing sidewalk within the City has been financed by developers as <br />infrastructure improvements and the draft policy reinforces this responsibility on the part of <br />developers. The funding for sidewalks in existing development is limited at the present time. <br />Potential sources of funding include Municipal State Aid (MSA) funds, but they would be <br />limited to the city's designated state aid routes. Installation costs for sidewalk on existing non <br />MSA streets currently have no designated funding source.
