CASE # 1. 03 <br />ADOPT 2030 COMPREHENSIVE PLAN UPDATE AND TIER II COMPREHENSIVE SEWER <br />PLAN; <br />CASE OF CITY OF RAMSEY <br />By: Tim Gladhill, Associate Planner <br />Background: <br />Per Minnesota Statute §473.859, each community in the seven - county metro area is required to submit a <br />Comprehensive Plan to the Metropolitan Council every ten years. The Update has been reviewed by the <br />Metropolitan Council, which made the following actions: <br />• Authorized the City to put the 2030 Comprehensive Plan Update into effect <br />• Accepted the forecasts (population, households, and employment) identified in the review record <br />• Provided advisory comments to incorporate into the draft <br />• Approved the City's Tier II Comprehensive Sewer Plan. <br />Notification: <br />Per State Statute, a Public Hearing was properly notified and held in November of 2008. Parcels affected <br />by a proposed land use designation change were notified via standard U.S. Mail. <br />Observations: <br />In 2005, the Metropolitan Council sent out system statements, including the projected number of <br />households for Ramsey in 2030. Communities could then begin working on their 2030 Comprehensive <br />Plan Updates. In February of 2007, the City began hosting a series of forums and community meetings <br />through the leadership of the Ramsey3 organization, who were successful in securing a McKnight <br />Foundation grant to be used in preparation for completing a draft Comprehensive Plan Update. On <br />March 13, 2007, the City authorized a contract with Bonestroo for consulting services to draft the 2008 <br />Comprehensive Plan Update. <br />Following the initial OST session, a series of subsequent OST sessions were hosted starting in August of <br />2007 to work on a vision for each section of the Comprehensive Plan. These comments were eventually <br />worked into a Vision and Values statement as part of the final report for Ramsey3's McKnight <br />Foundation grant. <br />Following the completion of the Ramsey3 Final Report, staff began working with Bonestroo on several <br />land use alternatives for consideration at a City Council /Planning Commission Joint Worksession. At the <br />worksession, staff was directed to work with the Metropolitan Council on more realistic forecasts for <br />population and households. Staff was also directed to design a public input process to collaboratively <br />develop the Future Land Use Map, rather than having the consultant develop a series of alternatives for <br />the Planning Commission and City Council to review and choose from. A community visioning session <br />was held on October 18, 2008 to amend the future land use map. All residents of Ramsey were notified <br />through a special mailing. Participants were able to come to a consensus on a future land use map which <br />was used to determine population projections and serve as the base for drafting the remainder of the plan. <br />
