On November 6, 2008, the Planning Commission held the required Public Hearing regarding the draft <br />Update. Following the community design process, several property owners requested amendments to <br />their parcels, which impacted the forecasts derived from the Future Land Use Map development through <br />the community process. These requests were incorporated into the Future Land Use Map. Additional <br />amendments were made to the Transportation and the Parks and Recreation sections of the Update. <br />On December 9, 2008, the City Council authorized distribution of the draft Comprehensive Plan Update <br />and began the six month review period by adjacent jurisdiction and the review period commenced on <br />December 11, 2008. Following the review period, Staff and Consultant began adding final edits to the <br />Update based on adjacent review, most notably the transportation section. <br />In August of 2009, the City submitted the Update for review to the Metropolitan Council. On September <br />16, 2009, the City received notice that the Update was incomplete as outlined in their Staff Review <br />Letter. There were several minor amendments that were required to be added before the Metropolitan <br />Council would begin the official review process. In addition, there were modifications required as to <br />how the forecasts were summarized. The Metropolitan Council Environmental Services review required <br />that all forecasts be summarized by regional sanitary sewer interceptor service area. Furthermore, the <br />City was required to update sanitary sewer flow projections based on the proposed Future Land Use <br />Map. <br />On November 19, 2009 the Metropolitan Council found the Update Complete, and had 120 days to act on <br />the Update. The Metropolitan Council approved the Update on January 27, 2010 with revisions outlined <br />in their Staff Report. <br />Within nine (9) months, the City must adopt the 2030 Comprehensive Plan Update and begin to update <br />its official controls (Zoning Ordinance) to implement the Update. These actions will include Zoning <br />Amendments (re- zonings) as well as updates to the text of the Zoning Code to include the new Business <br />Park land use designation as well as removing the designations of Central Rural Reserve and Rural <br />Preserve. Other proposed amendments will be brought forward as well. Updates to the Zoning <br />Ordinance are proposed to be completed internally by City Staff. <br />Recommendation: <br />Staff recommends that City Council adopt the 2030 Comprehensive Plan Update <br />Funding Source: <br />The completion of the Draft 2030 Comprehensive Plan was completed through a contract with Bonestroo <br />and paid for with the Community Development Department fund. Final edits and preparation for final <br />adoption of the Update were handled as part of regular staff duties. <br />Council Action: <br />Motion to adopt the resolution adopting the 2030 Comprehensive Plan Update and Tier II <br />Comprehensive Sewer Plan in final form. <br />-and- <br />
