TIF District 7
This Redevelopment district has not had any additional development in 2009. This district consists of
the Ramsey B & B Carpet building on Highway 10. This project was constructed in 2000 and the majority
of the building is leased. This district has a de- certification date of 2015, but legislative changes that
have reduced TIF revenue streams will lead to the extension of the duration of the district to
accommodate for the Revenue Note the City has with Ramsey B & B Carpet. This district will need to be
amended to extend the duration of the district prior to 2015. This district will decertify no later than
2025.
TIF District 8
There was no new development in this Redevelopment district in 2009. The TIF revenue generated will
continue to fund costs associated with the acquisition and infrastructure pertaining to this district. This
district only has one (1) lot left to develop. This district is funding previous financial obligations, is
financially sound and will be decertified no later than 2028.
TIF District 9
This Housing district has not had any additional development in 2009. This district was created to help
finance the ACCAP housing development along Sunwood Drive. This district is financially sound and will
be decertified no later than December, 2029. It could be decertified earlier if all outstanding obligations
are met sooner.
TIF District 10
This Economic Development district had one new project in 2009. QDP & JBT Alliance started
construction on a 20,000 manufacturing building that will be finished in spring of 2010. This project will
result in the creation of 11 new jobs within the community. There is one lot remaining for development.
This district is funding previous financial obligations, is financially sound and will be decertified no later
than 2012.
TIF District 11
This Housing district was created in January of 2007. There has been no development activity in this
district that was created to support a Crestview Senior Housing Project. This district will be decertified
no later than December 2034.
TIF District 12
This Housing district was created in January of 2007. There has been no development activity in this
district which was created to support an ACCAP housing project. This district will be decertified no later
than December 2034.
TIF District 13
This Renewal and Renovation district was created in January of 2007. This district was created to
remove existing blight and to redevelop the area. The City worked hard to secure a developer for this
site (Ramsey Crossings), but an agreement was unable to be reached. Due to the lack of securing a
developer, there has not been any significant development activity in this district. This district will be
decertified no later than December 2024.
CIP
Each year the City Council approves a Capital Improvement Program (CIP). This document projects the
priority and construction schedule for the completion of public improvements over the next five years.
Most of these improvements are funded through dedicated funds that are set aside specifically for the
noted project. A few projects will require general tax levy in order to realize completion. It is this
City of Ramsey Page 6 2009 Annual Report
