document that gives the community the best picture of projected new roads, utilities, and parks over <br />the next several years. <br />The 2010 -2014 CIP was adopted at the regular City Council meeting of January 12, 2010. <br />ADMINISTRATIVE SERVICES <br />The Administrative Services Department is responsible for the following municipal functions: Human <br />Resources, Information Technology, Facilities, Elections, Records Management and general <br />administration. The Administrative Services Department is managed by the Deputy City Administrator/ <br />Director of Community Development and comprised of the following staff: Human Resources Manager, <br />Information Technology Manager, City Clerk, Human Resources Technician, Records Management Clerk, <br />part -time Management Intern, Building Maintenance Supervisor, Building Maintenance Workers <br />(1.5 FTEs) and Receptionist (1.6 FTEs). <br />Human Resources <br />The Human Resources Division is responsible for recruitment and retention of employees; selection and <br />administration of benefits and compensation; staff training and development; and employee and labor <br />relations. In addition, HR assists with performance management; ensures compliance with federal and <br />state employment laws; and develops and enforces employment - related policies. <br />The City of Ramsey ended 2009 with 74 full -time regular employees (a reduction of 7.5% from 2008), <br />five part -time regular employees (a reduction of 16.5% from 2008), 49 paid -on -call Fire Fighters, four of <br />whom are also full -time regular City employees, 17 Reserve Officers (volunteers) and 16 Police Explorers <br />(volunteers). <br />Recruitment and Selection <br />In 2009, in response to the economic downturn and the lack of activity in building construction, the City <br />of Ramsey laid off four full -time regular positions: three Building Inspectors and one Secretary. In <br />addition, the Parks Maintenance Division lost one full -time position to attrition and all Public Works <br />seasonal staff was required to take a two -week furlough. These staffing changes resulted in savings of <br />approximately $150,000. As a result of layoffs, Human Resources devoted significant time preparing for <br />employee layoffs, assisting with department transitions, COBRA processes, and workload reallocation. <br />The City continues to explore cost saving measures in the area of staffing and in early 2010 began <br />contracting for both building inspections services and cul -de -sac plowing. Further, City staff is <br />evaluating the merits of contracting for certain Parks Maintenance functions and electrical inspections. <br />The Human Resources Division completed recruitment processes for the following positions: Patrol <br />Sergeant, Management Intern, Reserve Officers, Police Explorers, Board and Commission members, and <br />numerous seasonal and casual positions. Staff is currently in the process of finalizing a firefighter <br />recruitment. In addition to the recruitment processes named above, the Human Resources Division <br />coordinated reclassifications and reassignments for the Administrative Sergeant; Deputy City <br />Administrator /Director of Community Development, Planning Manager, Support Services Sergeant, and <br />Fire Department Secretary. <br />City of Ramsey Page 7 2009 Annual Report <br />
