Ms. Amber Miller <br />City of Ramsey <br />September 16, 2009 <br />Page 3 <br />Individual Sewage Treatment Systems (ISTS) <br />The Update is incomplete for ISTS review. <br />• Include a description of the City's ISTS program and the number of systems in operation <br />• Provide a summary of the ISTS maintenance program that describes how the City's tracking and <br />notification system insures that all ISTS are pumped at least once every three years in accordance <br />with MPCA Rules and Council policy and a copy of the ISTS ordinance or web link address for <br />access to it. <br />Housing (Linda Milashius, 651- 602 -1541) <br />The Update is incomplete for Housing review (see land use). <br />• Include -the minimum and maximum density xara'.ge for residential land use categories to calculate <br />how the City meets its share of the region's affordable housing need. <br />Wastewater Services (Kyle Colvin, 651- 602 -1151) <br />The Update is incomplete for wastewater services review. <br />• Include projected sewered population, households and employment forecasts as well as flow <br />projections by interceptor service area for 2010, 2020 and 2030. <br />• A description of the City's I/I program that describes the efforts made to maintain the sanitary <br />disposal system including if and how the connection of sump pumps, rain leaders and passive <br />drain tile to the sanitary sewer system are prohibited. <br />Advises Information: <br />The Update defines the City's long term service need of 7.87 million gallons per day (MGD) for <br />the two existing interceptor service areas. It also identifies a service area north of Trott Brook of <br />3,800 acres that could be served by a metropolitan WWTP in the future. The projected flow for <br />this area is 1.98 MGD. Regional capacity for the area north of Trott Brook can be provided <br />through the existing Regional Disposal System by system capacity improvements. Therefore, a <br />future Regional WWTP is not being planned for this area. <br />The Update projects a long range service need of 7.87 MGD. The Update's land use section <br />does not appear to identify sufficient urban land area for future sewered development to achieve <br />the 7.87 MGD level of service need. The City's average daily flow in 2008 was 0.80 MGD. <br />Although it appears that the overall forecasts for households and population are consistent with <br />Council forecasts, the Update's future land use map identifies significant areas of the City <br />guided as rural residential at densities that might preclude future sewered residential densities of <br />at least 3 units per acre, thereby, not utilizing the 7.87 MGD capacity needs as stated in the <br />Update. The Update's sanitary sewer plan identifies some of these same residential areas for <br />ultimate sewer service. <br />Transportation (Ann Braden, 651- 602 - 1705) <br />The Update is incomplete for Transportation review. <br />
