Advisory Information: • The Update states that the upgrade of TH 10 to a freeway is not in MnDOT's TIP through 2010. It needs to note that the conversion of TH 10 to a freeway is not included in the Metropolitan Council's 2030 Transportation Policy Plan (TPP) adopted in 2004 nor is it identified as an expansion project in the 2030 TPP adopted in January, 2009. • There appears to be missing text related to the bridge crossing: "A preferred location and design of a grade - separated interchange between TH 1.0/169 and any potential Mississippi River bridge crossing" (Page 6 -8, Paragraph 2). • The TAZ population and household numbers are acceptable. The 2030 employment numbers are not acceptable because they exceed the "pending" number by 1,953. • The planned functional classification system contains a number of "collector" roads that are not included on the TAB map. To include these planned facilities on the TAB map, the City needs to formally request their inclusion through the TAC Planning committee, which is a process separate from the Update review process. • There is a conflict between the text that designates a new arterial, but maps this new arterial as a future minor collector (Page 6 -7). • Note in the text that the CMAQ grant, which funds most of the operating cost on the Ramsey Star Express bus, expires in early 2010. • The list of Northstar stations needs to include the Coon Rapids Riverdale stop. • There are no Metropolitan Council plans to create a designated transitway on TH 10 similar to the one on I -394. The Northstar Commuter Rail is a dedicated transitway serving this same corridor. • Under the list of traffic demand management measures `MCTO' needs to be replaced with `Metro Transit' (Page 6 -16). Parks (Jan Youngquist, 651- 602 -1029) The Update is incomplete for Parks review. • Include a description of the Mississippi River, Rum River and Central Anoka County Regional Trails (see System Statement). • Identify all the master plan regional park boundaries facilities, and trail alignments on the Park, Trail and Recreation Plan Map (Figure 10 -1) and the Appendix: Parks and Trails Plan — Parkland Comparison Map (Figure 3 -28).
