Ms. Amber Miller
City of Ramsey
September 16, 2009
Page 5
The inholding parcel at the Rum River Central Regional Park needs to be shown a `Parcels
Planned as Park' on these maps.
Identify the inholding in the Rum River Central Regional Park on the Future Land Use Map
(Figures 5 -2 and 11 -5).
The Metropolitan Council approved master plan for Rum River Central Regional Park identifies
an inholding, which is a parcel that is within the regional park boundaries, but has not yet been
acquired by Anoka County. In order to conform to the 2030 Regional Parks Policy Plan, the
inholding parcel needs to be guided with a future land use of "Park." This parcel is outlined in
pink on the following graphic:
Advisory Information:
• Bicycle and Pedestrian Trail System: The Update includes policies for planning the Mississippi
River Regional Trail and the Rum River Regional Trail. Staff recommends that Update include a
policy regarding Anoka County's planning role for the regional trail (page 6 -23).
• Parks and Recreation Plan: The Mississippi West Regional Park is 273 acres (Page, 10 -1).
• Please clarify that the City's portion of the Rum River Regional Park is 304 acres.
Note: The Rum River Regional Park includes land in the City and Oak Grove for a total of 434
acres.
• The Trail Types section discusses cooperating with the National Park Service through MNRRA
on the Mississippi River regional trail through Ramsey. Staff recommends adding Anoka County,
the regional trail manager, as a planning partner (Page 10 -12).
`Mississippi West Regional Park' is the accurate name for the park identified as a `Mississippi
West County Park' (Page 14 -2).
