Ms. Amber Miller <br />City of Ramsey <br />September 16, 2009 <br />Page 5 <br />The inholding parcel at the Rum River Central Regional Park needs to be shown a `Parcels <br />Planned as Park' on these maps. <br />Identify the inholding in the Rum River Central Regional Park on the Future Land Use Map <br />(Figures 5 -2 and 11 -5). <br />The Metropolitan Council approved master plan for Rum River Central Regional Park identifies <br />an inholding, which is a parcel that is within the regional park boundaries, but has not yet been <br />acquired by Anoka County. In order to conform to the 2030 Regional Parks Policy Plan, the <br />inholding parcel needs to be guided with a future land use of "Park." This parcel is outlined in <br />pink on the following graphic: <br />Advisory Information: <br />• Bicycle and Pedestrian Trail System: The Update includes policies for planning the Mississippi <br />River Regional Trail and the Rum River Regional Trail. Staff recommends that Update include a <br />policy regarding Anoka County's planning role for the regional trail (page 6 -23). <br />• Parks and Recreation Plan: The Mississippi West Regional Park is 273 acres (Page, 10 -1). <br />• Please clarify that the City's portion of the Rum River Regional Park is 304 acres. <br />Note: The Rum River Regional Park includes land in the City and Oak Grove for a total of 434 <br />acres. <br />• The Trail Types section discusses cooperating with the National Park Service through MNRRA <br />on the Mississippi River regional trail through Ramsey. Staff recommends adding Anoka County, <br />the regional trail manager, as a planning partner (Page 10 -12). <br />`Mississippi West Regional Park' is the accurate name for the park identified as a `Mississippi <br />West County Park' (Page 14 -2). <br />
