(763) 427 -3708 <br />http. <br />January 28, 2009 <br />Kurt Ulrich <br />City Administrator. <br />7550 Sunwood Dr NW <br />Ramsey, MN 55303 <br />Re: 2030 Comprehensive Plan Update Jurisdictional Review <br />Dear Kurt: <br />Thank you for the opportunity to review the City of Ramsey's 2030 Comprehensive Plan <br />Update. <br />Dayton City Staff has the following observations: <br />Cloquet Island <br />• Dayton encourages the use of Cloquet Island as parkland and would like to participate in <br />any future planning /use of the island. <br />Transportation Element <br />• Ramsey's Transportation Plan states Anoka County has proposed locating a new <br />Mississippi River bridge at the location that was agreed upon by Ramsey and Dayton. <br />The plan also states Mn /DOT has not yet agreed with.either the new river crossing or the <br />highway jurisdictional changes referenced in the Anoka County Plan. The draft Hennepin <br />County Transportation Systems Plan available December 2008 states a new Mississippi <br />River Crossing is a low priority based on regional agencies input such as MnDOT and <br />concerns expressed by the City of Dayton. The City of Dayton in its 2008 Comprehensive <br />Update does not acknowledge a Mississippi River crossing between now and 2030. In <br />summary the City of Dayton is not supportive of a new Mississippi River Crossing <br />between now and 2030. <br />Water Element <br />• Figure 9.2 Water Supply and Treatment Improvements reference is made to a potential <br />alternative surface water intake to serve Ramsey. No discussion is in the Walter Element <br />part of the Comprehensive Plan. Dayton's Water Supply and Distribution Plan provides <br />no alternative for surface water intake from the Mississippi. River. The City of Dayton is <br />interested in reviewing the results of a surface water supply from the Mississippi River <br />serving the City of Ramsey. <br />
