officers. In January, the Captain and Administrative Sergeant attended the Minnesota Chief's <br />Association CLEO and Command Academy. In September, the Patrol Sergeants attended the <br />Northwestern University Supervision of Police Personnel training. The department also hosted several <br />courses in the Alexander Ramsey Room including a Taser Instructor Course, Anoka County Attorney <br />Update, Reid School of Interview and Interrogation and combined police, fire, and public works training <br />for Infectious Disease and Right to Know. We also hosted Anoka County Police Reserve Officer academy <br />sessions at our facility. <br />Community Policing <br />Crime Prevention: The Police Department continues to actively participate in Youth First Community of <br />Promise. The crime prevention specialist assisted with programming components for the organization, <br />including fundraising efforts for the Mayors' Prayer Breakfast and Taste of Community. At Happy Days, <br />efforts were focused on promoting the new "booster seat" law that went into effect on July 1 A <br />stunning banner and candy was used to draw children in to be measured and assessed for booster seat <br />use. Positive police -youth relationships continued to grow with at -risk youth during after - school <br />homework club /activities and summer programs at the Ramsey Neighborhood Center. The department <br />participated in several extra - curricular volunteer activities, which included chaperoning youth to a Twins <br />Baseball game, participating in youth /adult basketball games with police officers, and collecting winter <br />coats for Ramsey youth who did not have any. <br />Reserve Unit: The Ramsey Police Reserve Division has 17 active participants in the program. In 2009, <br />three (3) individuals were added to the Police Reserves and are scheduled to attend the Anoka County <br />Reserve Academy in March 2010. During 2009, the Reserve Program volunteered 1,677.5 hours to the <br />City. These hours were volunteered for training, general patrol, community policing, ride - alongs, and <br />other assignments. The Police Reserves participated in 594.5 hours of training during the year. They <br />assisted with two (2) major city events during 2009. The events were the Night to Unite, formerly <br />National Night Out (45 hours), and the Happy Days event, which included the teen dance (132 hours). <br />The Police Reserves also assisted the Anoka PD with their Halloween Parades (29 hours), and the Anoka <br />County Sheriff's Department with a search for a missing person (36 hours). The Police Reserves <br />contributed 648.75 hours to weekend patrols along with 102.5 hours to ride - alongs with full time <br />officers. The reserves were also asked to assist with department -wide training, Safety Camp, Car Seat <br />and Bike Helmet Fitting Clinics, and the Pet Clinics. <br />Explorer Unit: The Police Explorer Unit, in its second year, has 15 participants between the ages of 14 <br />and 18. Most of the explorers are Ramsey residents, with others residing in neighboring Elk River, <br />Nowthen, and Anoka. In April, seven (7) explorers had the opportunity to attend the Minnesota Law <br />Enforcement Explorer Conference Competition held in Rochester. The participants did not place in any <br />events but represented the city well with their participation and had a great experience. Donations <br />from the Ramsey Lions, Ramsey Rotary and other fundraisers paid for most of the costs associated with <br />their participation in the event. The unit assisted at numerous city events over the year, including the <br />Pet Clinics, Boy Scout Camporee, Safety Camp, Night to Unite, staffing the Happy Days information <br />booth, and assisting at the Nowthen Threshing Show. <br />Community Service <br />The department continued to enforce property and other code violations, working jointly with the <br />Community Development and Fire Departments. In the areas of public nuisance and blight, 569 <br />properties were abated either by the property owner or the City. The City contracted for the abatement <br />of nine (9) properties. Two (2) property owners requested administrative hearings, of which both were <br />resolved prior to hearings being conducted. <br />City of Ramsey Page 2009 Annual Report <br />22 <br />
