<br />Councilmember Dehen stated that these groups are less pro development. <br />Councilmember Look's concern is legitimate but for $5,000, can we learn something - <br />get some education? He saw this as a help for conservation. <br /> <br />Councilmember McGlone stated that we started out with the Business ,Registration <br />Certificate, now it's a required license. He stated he gets a little nervous when we start to <br />gather information. He is concerned with what is the intention of what we are doing. He <br />inquired if we are charging other cities for Mr. Riverblood's time. He asked what the <br />likelihood would be of getting other cities to agree to what we think. He did not want to <br />put a lot of effort into something we may not get control of. <br /> <br />Councilmember Wise asked how do we know when we get that balance with what <br />developers want, what cities want, etc. How do we guarantee some type of balance? <br /> <br />Mayor Ramsey stated we are talking about $5,000 - we are talking about having a plan at <br />the table - we do need to have balance. This group of people will not be able to change <br />any of our ordinances - they do not have any authority in our City. <br /> <br />Councilmember Look stated that he felt they just changed our ordinances at the last <br />legislation. Anoka is still upset about this change of legislation (rulemaking for the <br />river). He asked. how he could be guaranteed that if we sit at the table funding their <br />research that they are not taking that information to the State Legislature and changing <br />our ordinances for us. <br /> <br />Mayor Ramsey stated he looked at this as more of a collaborative deal. <br /> <br />Councilmember Look stated he is thinking about the shoreline and wondering if we have <br />been doing such a terrible job. He felt that the last presentation we got from the Friends <br />of the Mississippi was a little bit of a slap in the face. He added that for him to support <br />this, he needs some assurance it is not a few steps for their ultimate goal. <br /> <br />Mayor Ramsey stated that if we are not there, it could be that anyway. <br /> <br />Discussion ensued again about legislation and rule making. <br /> <br />City Administrator Ulrich stated that this planning document was not meant to be <br />regulatory. Maybe there could be some clarifying language in the scope. The anticipated <br />use of information was to maybe gain additional funding by a joint effort with other <br />cities. This type of effort would help. With regard to Mr. Riverblood's time, this project <br />would be done by Friends of the Mississippi. Mr. Riverblood would be one employee of <br />our City and other cities would have employees representing them as well. Mr. Ulrich <br />talked about conservation spots along the river. Another way to approach this would be <br />to look at Ramsey's riverfront. There has been some discussion about tying riverfront to <br />the Town Center.
