first. He stated he was not sure what that answer is yet. We could have more discussion
among us before we set down with other communities.

Councilmember McGlone stated that if we were to get involved with these other cities,
we are not diminishing our ability to capitalize on that money and why wouldn't the
, Friends of the Missis.sippi be knocking on our door to help us in any way. He added that
he liked Mr. Ulrich's idea of stepping back. He is not sure we are prepared to come to
this table yet. He would advocate for the City getting our hats on a little straighter before
we consider any ofthis. He is concerned when we talk about gathering info.

Councilmember Jeffrey felt some good could come from this but that he also kind of
agreed with Councilmember McGlone. Are we ready for the other communities or if we
commit to this, will we foot the whole bill and they reap the benefit?

Mayor Ramsey stated this is a little beyond what he thought we would do but he is not
necessarily against it.

Parks Supervisor Riverblood reported that we asked the FMR to put together a document
so we could have conversations like we are now. We do not really want to get bogged
down with public input but we will not necessarily restrict it.

Councilmember Wise asked wouldn't we want to simply make some phone calls and find
out where other cities stand.

Mr. Riverblood responded that staff did not want to do that without Council approval.

Director of Public Works Olson stated that we did talk to Elk River about quiet zones and
we did mention this to them as well. They are putting the trails along the eastern side of
the City and are interested in a planning collaborative. We did not ask them specifically
for a financial partnership but he felt they were excited about the planning effort/vision.
With regard to minimizing our ability to get grants, he thought this builds our momentum
as a whole to get grants. The Friends of the Mississippi did not come to us - we asked
them to come. We saw them as the ability to increase use of our money to provide grants
to match what locals would put in. He summarized some of the comments and
conversations we had with the FMR. This did not start out as a tool to conserve as much
land as possible.

Councilmember Elvig stated he would get concerned if we take it too far. It does
behoove us to see what we want - then go out and share our ideas with others.

Councilmember Dehen stated that everyone has made some good points. In Ward 3, he
stated he needed some connectivity. If this is a way to get some connectivity, he wants to
spend the $5,000 and he wants some backing from this CoUncil.

Councilmember Look stated he thought we were, already planning a trail in that area. We
want to do a river access. He added he wasn't sure that this exercise will validate.that

City Council Work Session - December 1,2009
Page 6 of 16
