Dwellings subdivided vertically. or stacked, are exempt from this <br />provISIOn. <br /> <br />(i) <br />Individual sewage treahnent systems. <br />(1) <br />All lots proposed for individual sewage treatment systems shall be in accordance with chapter <br />i 13, article II.. . <br />(2) <br />The subdivision shall not be approved until all new lots proposed for an individual sewage <br />disposal system are found suitable for iliat purpose. <br />(3) <br />All soil tests required herein shall be ~onducted by a registered engineer, whose expense shall be <br />. paid by the subdivider. . . <br />G) <br />Park and open space dedication. <br />(1) <br />Purpose. <br />a. <br />The council recognizes it is essential to the health, safety and welfare of the residents of the city <br />and perso.ns working in the city, that the character a.i:1d quality of the environment be considered <br />to be of major importance in the planning and development of the city. In this regard, the manner <br />in which land is developed and used is of high prio'rity. The preservation ofland for park, <br />playground and public open space purposes as it relates to the use and developmentofland for <br />residential,commercialJindustrial purposes is essential to the maintaining of a healthful and <br />desirable environment for all citizens ofthe city. The city must not only provide these necessary <br />amenities for oUr citizens today, but also be insightful to the needs of our future citizens; <br />b. <br />It is recognized by the council that the demand for park, playground and public open space <br />.within a municipality is directly related to the density and intensity of development permitted. <br />.and allowed within any given area. Higher density developments mean greaternum"Qers of <br />people and an increased demand for parks, recreational resources and public open space. To <br />disregard this principle is to inevitably over-tax existing facilities and thus, diminish the. quality <br />of the environment for alL <br />~ . <br />The city's comprehensive park and open space plan establishes minimum community criteria for <br />meeting the needs of the residents ofthe city. . <br />d. <br />It is the policy of the city that the following standards and guidelines for the dedication of land . . <br />forPCl!k, playground, and public open space purposes (or cash contributions in lieu of such <br />dedication) in the subdividing and developing ofland within the city shall be directly related to <br />the density and intens~ty of each subdivision and development. It isfurtherthe policy that it is <br />intended that" subdivision dedication shall first be allocated toward deficiencies in the . <br />subdivision,neighborhood or specific district park, then to trails linking parks, then community <br />parks, then multi jurisdictional park in the city.
