Please take note that although the <br />DNR will consider all comments received during this period, the comments will not be part of the <br />formal rulemaking record. <br />The second opportunity to provide comments is participation on one of the work groups the DNR <br />will convene to provide input and feedback on the content of the rules. Interested parties may <br />nominate themselves as work group participants by submitting the nomination form available on <br />this webpage <br />ttp: / /www.dnr. state. mn. us / waters /watermgmt_ section/ critical_area/rulemaking.html). We expect <br />the work groups will meet 3 or 4 times during the course of the rulemaking. <br />Finally, after we develop a draft rule and required supporting materials, we will issue a Notice of <br />Intent to adopt a rule, which will begin the formal public comment period. All comments received <br />during this period will be part of the record reviewed by the Administrative Law Judge assigned to <br />the rulemaking. If 25 or more parties request a formal hearing during this comment period, a <br />hearing will be scheduled and all interested parties may submit oral or written comments into the <br />record at that time. <br />Q. When will rules be done? <br />A. The timeframes for rule completion are provided in the Administrative Procedures Act <br />(Minnesota Statutes, Chapter 14). At this time, our goal is to issue a notice of intent to adopt new <br />rules by January 1, 2011. The deadlines for completing the rules vary depending on whether a <br />hearing is required and other factors. The Legislature provided funding during the 2010 -2011 <br />biennium for the rulemaking project; current plans are to complete the rulemaking during this <br />period. <br />Q. What are work groups & how do I sign up? <br />A. As mentioned above, the DNR plans to establish work groups whose role will be to provide <br />input on elements of MRCCA rulemaking, such as district establishment, resource identification, <br />standards and guidelines. Work group membership will,be chosen to with broad representation so <br />that a variety of viewpoints and experiences are heard. To apply to be on a work group a <br />nomination form must be completed. The deadline for nominations. is January 22, 2010, although <br />the DNR may accept additional nominations until the work groups a re named if space allows. How can I stay up -to -date on the rulemaking project? <br />A. The project Webpage will be updated with current status of MRCCA rulemaking.
