Staff has begun negotiating with Anoka County on these items and the results of those discussions will
be presented to Council when they become available, or at the Council meeting.
Observations:
Currently the signalization and installation of additional turn lanes at the intersection at Bunker Lake
Boulevard and Sunfish Lake Boulevard is a requirement of the existing Joint Powers Agreement with
Anoka County related to Ramsey Town Center transportation improvements, and these improvements
are estimated to cost between $350,000 and $450,000.
This project is being proposed to increase mobility and safety through the CSAH 116 corridor for a
more efficient transportation system within the City and across the County, and includes the
construction of a four lane divided highway with center medians for dedicated turn lanes and access
control. The JPA outlines a City cost share for this project of approximately $592,263, with the
remainder of the $6 M project coming from State, Federal, County, and City of Anoka contributions.
The $3.7M Federal contribution was secured by Anoka County through a Surface Transportation
Program (STP) application that was previously supported by the City, and these funds are dedicated
solely for this project so if it were not to move forward the money would be lost. Items that the City
contribution to this project would cover include the previously described intersection improvements
from the existing Town Center transportation improvement JPA, drainage improvements, trail
installation, and noise walls (as necessary). Additional City expenditures for this project would include
approximately $29,000 for engineering and design, for a total estimated project cost of $621,497.
A few options to consider are:
1. Approve the JPA
2. Request a CSAH 116 turnback. The County has indicated that this is not really an option at this
time, but if they were to consider it the entire cost of improvements plus any increase in capacity
west of 57 would be at the City's expense (including all future projects where CSAH 116 would
feed into — future river crossing, etc.).
3. Direct staff to write a letter to Anoka County requesting that the project be terminated and the
$3.7 M in federal money returned.
Funding:
The current CIP funding scenario for this project includes a $100,000 contribution from TIF #2 in 2010
and $600,000 in 2011 to be determined. Funding for this project was originally anticipated through
future land sales, as it was associated with regional roadway improvements to serve the Town Center,
but other funding sources to consider include the City's trail fund, stormwater utility, and potentially
State Aid.
Recommendation:
Staff recommends acceptance of the JPA with Anoka County for the reconstruction of CSAH 116
between Basalt and Germanium Streets. It is further recommended to authorize staff to sign the final
construction plan set if no significant changes are proposed, and authorize the City Administrator to sign
the JPA once the City Attorney has reviewed and accepted it as it relates to legal matters.
