Plan B cities <br />Plan B city clerks are subject to the direction of the city manager and have <br />the following statutory duties: <br />• Keep public records. <br />• Maintain custody of and disburse public funds. <br />• Administer city affairs as ordained by the council. <br />In addition to the above duties, the clerk may be designated to act as <br />secretary to the council. <br />3. Home rule charter cities <br />As previously mentioned, the role of a city clerk in a home rule charter city <br />will depend upon provisions in the city's charter. Home rule charter cities <br />should consult their charters to determine whether there is a clerk position <br />within the city and what specific powers the clerk possesses. <br />4. Financial responsibilities <br />Except for those records the city treasurer must keep, the clerk maintains <br />all financial records. When the city has combined the office of clerk and <br />treasurer, the clerk performs all duties. In addition, the clerk is responsible <br />for preparing financial reports. <br />If the council makes appropriations or allotments under a budget, the clerk <br />usually has the duty of administering the budget. <br />As general city administrative officer in charge of payroll, the clerk must <br />withhold state and federal income taxes from the paychecks of all <br />employees. In cities without a finance officer or department, the city clerk <br />may also be responsible for monthly payroll deductions and reports for the <br />Public Employees' Retirement Association (PERA), Social Security and <br />Medicare contributions from each employee. <br />CITY ADMINISTRATION 9 <br />
