A copy of the. public hearing draft, Metropolitan Council <br />Guidalines for Reviewing Local Comprehensive Plan Amendments, is enclosed. <br /> <br />The guidelines would require local governments to subn:it all but "housekeeping" <br />amendments and changes to capital improvement programs to the Council for review. <br />The Council would notify the local government within 10 days as to which "level" <br />of review it would conduct: <br /> <br />1. Proposed amendments with a potential impact on a metropolitan system -- sewers, <br />transportation, parks, airports -- would.oe reviewed within 90 days of receipt. <br />111e local government could not adopt or implement such an amendment until the <br />Courcil completed its review. <br /> <br />2. All other proposed amendments would be subject to a 60-day Council review <br />and comment period for consistency with other regional plans in the Council's <br />Metropolitan Development Guide (eg. housing, health, solid waste). Proposed <br />amendments with no potential impact on a regional plan would be reviewed at <br />the earliest possible Council meeting after receipt. A local government could <br />adopt and implement such amendments during the review period. <br /> <br />The p~oposed guidelines contain 12 criteria the 'Council would use to decide <br />whether proposed amendments have a potential impact on a metropolitan system. <br />The criteria cover amendments that would affect such things as sewer capacity, <br />standards for on-site sewers, ac~uisition of land designated for regional parks <br />or reserves, reetropolitan airport functions, or functions of the metropolitan <br />highway system. <br /> <br /> <br />A local gcvernment would also be required to submit proposed amendments to adjac~nt <br />communities and affected school districts for comment. <br /> <br />An Agency Created to Coordinate the Planning and Development of the Twin Cities Metropolitan Area Comprising: <br />Anoka County 0 Carver County 0 Dakota County 0 Hennepin County 0 Ramsey County 0 Scott County 0 Washington County <br />to ;L - L) . <br />
