MS 174.256 Subd. 4 specified <br />that the cities and counties are eligible to receive financial assis- <br />.ance through the program. The general fund budget adjustment earlier <br />bis year resulted in deferral of our plans to solicit proposal~.f~om <br />cities and counties. The purpose of this letter is to obtain estimates <br />of need from you so that we can advise the 1981 Legislature on future <br />funding requirements of the program. <br /> <br />The specific objectives of the park and ride program are: <br /> <br />1. To encourage citizens of Minnesota to transfer from low- <br />occupancy vehicles to multi-occupancy vehicles; <br /> <br />2. To reduce the use of the automobile and provide for more <br />efficient usage of existing facilities in heavily traveled <br />corridors and congested areas-; <br /> <br />3. To divert automobile drivers from parking spaces in metro <br />areas; <br /> <br /> <br />. <br /> <br />4. To decrease low occupancy miles driven and the congestion, <br />pollution, energy consumption, highway damage and other <br />costs associated with highway use; <br /> <br />S. To increase the efficiency and productivity of and benefit <br />from public investments in public park and ride facilities <br />and systems in the State. <br /> <br />If you have potential park and ride sites in your city or county and <br />if you are interested in obtaining program funds for their development <br />please submit a completed work sheet per the attached. The legislation <br />was worded to allow maximum flexibility and economy in development <br />strategy. We are very interested in keeping construction costs per lot <br />at a minimum.
