Procedure: The overall project will be under the management of an executive
board made up of each of the agencies mentioned above. In addition, volunteers
from the above organizations will be staffing the recycling centers under the
direction of the site supervisor.

C. COST EFFECTIVENESS: The cost-effective components of the AnopinProject are as
follows:

- Two-thirds of the material resources that we now waste could be reused without
important changes in our lifestyle.

- This project will not overlap with federal, state, or local efforts.

- Minimize the problem of filling up solid waste disposal sites which will save the
counties from establishing new landfill sites.

.

- The home owner will benefit financially by reducing the amount of trash required
to be hauled away each week.

- Recycling paper, glass, and cans will enable the school district to reduce the cost
that is currently being paid to private vendors to remove those materials.

- Marketing the recycled materials will, by the end of the third year, create a self-
sustaining operation.

- This project has the ability to be easily replicated throughout any municipality,
school district, county, state, or even the nation.

D. INNOVATION: The Anopin Project is unique and innovative because:

- It addresses the heart of a very basic problem in society. . . that being one of
waste disposal and waste of resources... to one of recycling and resource
recovery.

.

- Involves city, school, county, the general public, organizations and agencies, in a
cooperative effort tG carry out the objectives of the project.

- Includes people of all ages

- It is the only one of its kind in the state of Minnesota, and possibly the nation.

- Has the ability to be easily replicated throughout the state and nation.

E. DESCRIBE THE INVOLVEMENT OF STAFF, STUDENTS, COMMUNITY PERSONS,
AND AGENCIES IN THE PROJECT: The planning of the Anopin Project has involved
representatives of the school district, state, county, municipalities, and volunteer
organizations in the design of the goals and objectives.
