<br />Building Official Berg said it would need a site and design plan. <br /> <br />Nup;ent Case <br /> <br />City Attorney Goodrich reported on the resolution he made up to <br />amend the ordinance dealing with pigs, cows, etc. in the City of Ramsey <br />He said he had two problems of concern: 1) everyone has to have a <br />. conditional use permit and 2) P & Z Commission conducts the public <br />hearing on conditional use permits. The council might want to change <br />this to state the council would hole the public hearing.~ <br /> <br />He said Mrs. Nugent want to keep the cattle on the Dills property. <br />There is a problem because the Planning & Zoning doesn't meet again <br />until January and she needs an okay to give her another month. <br /> <br />Councilman Cox suggested eliminating the word "cows" from the ordinance. <br />He said he didn't agree that they should have a feedlot as they are <br />in violation of the feedlot ordinance. <br /> <br />. <br /> <br />City Attorney Goodrich suggested telling her to get a conditional use <br />permit if she wants more than x number of cows. <br /> <br />City Administrator Schnelle said all who want cows and pigs now days <br />should come in and get a conditional use permit and get it all ironed <br />out with the neighbors at the hearing. <br /> <br />Councilman Cox said he didn't think existing operations should have to <br />come in for a conditional use permit. <br /> <br />""'"D,;: <br />""~-" <br />~,~ <br /> <br />City Administrator Schnelle said those people are grandfathered in. <br /> <br />City Attorney Goodrich said if they are existing prior to 1978, they <br />don't have to unless they are a nuisance. <br /> <br />. <br /> <br />Motion ~ Mayor Gamec and seconded ~ Councilman Sorteberg to adopt <br />Ordinance #80-9 . ent:i:.tled Keep::i,ng of Certain Animals. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann, <br />Mickelson and Cox. Voting no-None. <br /> <br />City Attorney Goodrich said the Planning & Zoning Commission is going <br />to have to hold a public hearing on this. <br /> <br />City Attorney Goodrich said a new legislation was passed that municipalities <br />could bring a civil law suit on a person who was overweight on a truck. <br />He said he would like authorization to bring a couple of law suits <br />like that. Damages would not have to be proven and jury trials are <br />not allowed, just court trials. <br /> <br />The council gave City Attorney Goodrich the go-ahead on this. <br /> <br />) <br /> <br />City Attorney Goodrich reported there would be a discussion meeting <br />the next day on the landfill and he and City Administrator Schnelle <br />would be attending.
