<br />. <br /> <br />. <br /> <br />- 4 - <br /> <br />The process for the selection of candidate landfill sites <br />involves three steps. First, the entire Metropolitan Area will <br />be screened for critical environmental factors. These are areas <br />extremely important to protect public health and safeguard <br />natural resources. Second, acceptable areas will undergo addi- <br />tional environmental screening for such things as suitable soil <br />types. Third, areas will be evaluated based on nonenvironmental <br />factors such as land use, esthetics and distance from point of <br />generation. Once the Council selects three candidate sites (by <br />July 1, 1981), an EIS will be completed upon each candidate <br />site. After completion of the EIS, the Council will select at <br />least one site for acquisition and development by the MWCC as a <br />solid waste disposal facility. <br /> <br />3. <br /> <br />LANDFILLI!:!Q. Qf ~LUDGE <br /> <br />Landspreading sludge at dedicated sites (landfilling) is not <br />preferable to other sludge disposal methods. The sole function <br />of a dedicated site is sludge disposal. Before a dedicated <br />landfill site is chos~n, it must be acoeptable for long-term use, <br />intensive-site management and monitoring. Generally,the sludge <br />application rate at such a site is high; there is potential for <br />elevated levels of pollutants in the~oil. Such sites are <br />intensely managed and monitored during and after sludge appli- <br />cation. Soil and groundwater samples are routinely taken to <br />measure the accumulations of toxic substances in the soil and <br />ground wa te r. <br /> <br />Crops are not grown on the site. Dra~ns-may be placed under the <br />site to collect leachate. The leachate is then treated prior to <br />discharge. <br /> <br />The criteria for the selection of dedicated sludge disposal sites <br />are the same as those for the.selection of landfill sites for <br />solid waste disposal. ':The sludge applica tion ra te on a dedica ted <br />site warrants the addit~onal precautions contained in the <br />landfill selection criteria. Once at least three candidate sites <br />are chosen, an EIS will be prepared on each site. Then the <br />Council will select at least one site for acquisition and <br />development by the MWCC. <br />
