The buffer zone
would be approximately equal to the above amount of land. The
land areas were based on either the nitrogen limit of the soil or
its cadmium limit. The amount of land for landflll1ng wa~ ba~ed
on the trench method of landfilling.

6.

QTHER CONSiDERATIONS

As part of the RSM study the MWCC took a cursory look at the
marketing of sludge, ash and grit. Many specialty products exist
for the marketing of sludge, such as an animal food supplement or
fireplace logs. These specialty markets would not use large
amounts of sludge, but there may be a potential market for these
products in the future.

.

There are several potential markets for grit and ash, such as
road base material, or concrete admixtures. The MWCC concluded
there was no market for these materials; However, a major
marketing effort was not pursued. The MWCC's environmental
impact statement consultant said a more detailed marketing study
was warranted before this option is dismissed.

It is, therefore, recommended that the MWCC continue to pursue
marketing O.~t"he sludge, ash and grit. The quantity of land for
final disposal may be reduced by carrying out this recycling
effort.

1. CONCLUS10NS

A. The MWCC has completed its 20' facility plan on r~sidual
solids management and has submitted a recommendation for
implemen ta tioD.

B. The MWCC Plan covers needed improvements during the next 20
years. Therefore, the land needed for the siting of dis-
posal facilities should c~ver the same period.

.

The MWCC currently owns this land. However, these sites must
also be chosen by the Council under of this site selection
process or the MWCC cannot continue to use these sites for sludge'
disposal. If these sites are found not to be acceptable, a like
amount of acceptable acreage must be found.
