In Phase II of the <br />study, twenty demonstration projects were selected for implementation in six <br />case study communities. Unfortunately, not all the projects will be implemented <br />as quickly as initially anticipated. There are a variety of reasons for the delays. On <br />page 2 is presented the status of each demonstration project as well as reasons for <br />the delay. As a result of the delays, evaluation of the demonstration projects will <br />not be completed until mid-19B1. <br /> <br />Nationally, the study continues to attract attention and influence railroad/ com- <br />munity impact issues. Currently, there is legislation before congress to create a <br />new federal assistance program to alleviate' adverse community impacts of unit <br />coal trains. The proposed legislation, described on page 4, has been passed by the <br />Senate and approved by the House Committee on Public Works and Transporta- <br />tion. The House will consider the legislation when it reconvenes. <br /> <br />The efforts of the Rail Traffic Task Force ,and the conduct of the Rail Corridor <br />Study were important factors in the formulation of the legislation. The study has <br />provided insight into the nature and magnitude of rail/community conflicts. Also, <br />you will note that the proposed legislation states that low cost improvements <br />must be considered first in the alleviation of adverse impacts on communities. <br />The federal government and states are looking to the Rail Corridor Study to pro- <br />vide guidance on the feasibility and effectiveness of low cost improvements. With <br />your continued support, the study will provide the needed guidance. <br /> <br />RTTF meeting planned: Mayor Morris L. Lanning, Moorhead, MN, has indicated <br />that his city will host a Rail Traffic Task Force (RTIF) meeting in January. The <br />purpose of the meeting will be to discuss organizational changes within the RTIF <br />and review the legislation on impacted crossings currently before Congress.
