<br />,. . <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br /> <br /> <br />Finally, technological improvements in the control of railroad-- <br />highway warning devices have now made control systems available that <br />are more reliable and more responsive to traffic conditions, such as <br />those that calculate the speed and distance of trains moving toward <br />grade crossings. This allows vehicular traffic to avoid unnecessary <br />engine idling for long periods of time prior to the train arriving <br />at the grade crossing. These state-of-the-art constant warning <br />devices can provide information to trigger coordinated highway-rail <br />signals and allow controlled preemption of the grade crossing area <br />and sequence the vehicular traffic signals to maximize free movement <br />of vehicles on intersecting or parallel streets. <br /> <br />The Secretary will establish a formula for allocating funds to <br />States which incorporates factors that relate to the improvements <br />needed for highway projects under subsection (a) and rail projects <br />under subsection (b). In any fiscal year, no state will receive <br />less than one-half of one percent or more than 12 percent of the <br />total apportionment.
